The PayPal Technology and Information Security Oversight is seeking a Technology and Security Policy Development Manager to join their team.

Responsibilities:

  • Write and review clear, unambiguous technology and information security policies with an understanding of the underlying technologies, the potential impact of the policy and the inter-relationships between policy and PayPal’s strategic business and architecture vision.
  • Evaluate technology, security and regulatory trends to identify needed changes to policies.
  • Negotiate changes in policies among teams with competing interests and drive consensus.
  • Drive action among teams and leadership to implement necessary policy changes.
  • Develop policies and/or advocate for changes in policy that support organizational technology management and information security initiatives or required changes/enhancements.
  • Establish and maintain communication channels with stakeholders.
  • Review existing and proposed policies with stakeholders.
  • Seek consensus on proposed policy changes from stakeholders.
  • Draft, coordinate and publish technology and information security policy.
  • Promote awareness of technology and information security policy and strategy as appropriate among management and ensure sound principles are reflected in the organization's goals.
  • Analyze organizational technology and information security policy.
  • Assess policy needs and collaborate with stakeholders to develop policies to govern technology management and information security activities.
  • Provide technology and information security policy guidance to management, staff and users.
  • Research, develop, identify, review, analyze, and evaluate policy options of current and proposed cybersecurity, resilience, procedures, guidelines, metrics and/or program proposals or program modifications.
  • Review and evaluate reports, memoranda, legislation, and other proposals to develop recommendations for new policies; revisions and enhancements to existing policies; new or enhanced opportunities for collaboration to achieve a policy objective; new policies that can replace outdated policies; new policies that can provide for technology-neutral policies enabling future-forward flexibility.
  • Design and manage a comprehensive policy portfolio.


Requirements:

  • Master’s degree in information systems management, information security management, security policy or related program.
  • Excellent writing and communication skills.
  • Experience leading policy development processes.
  • Experience capturing and reconciling diverse viewpoints on policy.
  • Ability to work well in a cross-functional, geographically distributed environment.
  • Strong analytical skills.
  • Knowledge of current and emerging technologies and potential for exploitation.
  • Knowledge of risk management processes (e.g., methods for assessing and mitigating risk).
  • Knowledge of laws, regulations, policies, and ethics as they relate to cybersecurity and IT management.
  • Knowledge of cybersecurity and privacy principles.
  • Knowledge of cyber threats and vulnerabilities.
