PayPal’s EMEA ERM position sits within a fast growing and dynamic region encompassing significant business, customer service and technology operations. The incumbent is expected to play a key role in evolving the ERM agenda and thought leadership both within Europe and across the organization. Growth comes in many forms and includes expanding the PayPal business footprint in markets across EMEA facilitated by regulatory clearance, product functionality; migration and expansion of customer service activities via captive/outsourcing arrangements; and building upon the successful technology outsourcing/captive capabilities. Furthermore, Luxembourg is home to the PayPal EMEA Headquarters (HQ) and is critical to the efficiency and effectiveness of the legal entity structure of PayPal Inc. In this regard the position will provide necessary support to ensure that governance activities and oversight are commensurate with the status of the EMEA HQ.

Job Description

Core Duties and Key Strategic Objectives

  • Providing regulatory risk, compliance and conduct insight, oversight and challenge in relation to PayPal products.
  • Providing Compliance and Risk advice and analysis in relation to relevant business initiatives, bespoke projects, transactions and investigations to ensure compliance with all relevant laws, regulations and PayPal policy
  • Supporting the identification of potential or actual enterprise and compliance risks, and ensuring appropriate escalation, remediation and mitigation to manage risks back within appetite
  • Identifying, recommending and assisting in the implementation of changes to PayPal systems, controls and procedures in response to regulatory changes
  • Responsible for monitoring compliance and evaluating the adequacy and effectiveness of the existing controls, policies and procedures;
  • Reading, understanding and where appropriate, communicating the implications for PayPal of Regulatory consultation, circular & policy
  • Collaborate with internal Compliance teams (such as AML Compliance, Compliance Operations, Risk & Controls) to identify clear steps necessary to mitigate those regulatory risks and provide those recommendations in the form of clear business requirements
  • Responsibility for governance reporting across a range of developing KPIs, including Operational Control & Risk Committee, Audit Risk & Compliance Committee, along with other international and global Risk & Compliance meetings
  • Continuously develop specific payment services risk and compliance knowledge to proactively advise PayPal on future and emerging regulatory risk & requirements across the evolving product offering.

About You

  • You have related experience in legal, compliance, operational risk or management of a process or business with accountability for compliance or audit.
  • Be able to evidence broad experience and understanding of financial services regulation, with emphasis on financial crime, consumer protection and payment/e-money regulation
  • Evidence of sustained execution and delivery of results within a driven, performance related culture
  • Prior experience of implementing regulatory change
  • Practical knowledge of either Luxembourg or UK regulatory frameworks
  • Ability to operate within a Compliance advisory capacity; using your knowledge to identify issues and guide pragmatic risk mitigation
  • Ability to operate across the Compliance risk program including advisory, monitoring, reporting and governance.
  • Proven and demonstrated leadership skills including relationship-building and collaboration skills.
  • You are a self-starter and highly motivated to work in a fast paced and changing environment.
  • Ability to credibly challenge solutions and ensure timely escalation of issues and concerns as and when appropriate.
  • You have strong project management skills, including leadership and consensus building.
  • You are adaptable in unexpected situations, comfortable dealing with ambiguity and uncertainty.
  • Excellent verbal, written and presentation skills with experience presenting to Senior Leadership.
  • Strong analytical, problem solving, and critical / creative thinking skills.
  • Strong computer knowledge; excellent MS skills.
