PayPal is looking for an experienced lawyer to join PayPal’s Legal team in Singapore. This position is based in Singapore and will report to the Associate General Counsel for APAC (based in Singapore). This position will provide legal and regulatory support for the markets in Southeast Asia.

  • Provide legal and regulatory advice associated with online payments, interbank money transfers and settlements, credit & debit card fund settlements, foreign exchange, money remittance, E money, stored value , digital wallets, payment gateways, holding and reuse of balances, credit card settlements, merchant  acquiring, bank withdrawals and ACH & payments processing.
  • Provide legal and compliance advice associated with payments licensing, payments regulations, anti-money laundering, counter terrorist financing, outsourcing, data protection, privacy, consumer protection, and information security.
  • Dealing with financial services regulators in SEA including  the Monetary Authority of Singapore, Bank Negara Malaysia and Bank of Thailand .  Engaging in regulatory advocacy , drafting and advising on  correspondence , submissions and communications with regulators.  Educating and negotiating  with regulators.  
  •  Advising on legal and regulatory issues associated with sales, marketing, communications, market entry,  product  and services development.
  •  Advising on regulatory matters relating to commercial contracts, mergers and acquisitions, joint ventures, employment law, consumer protection, privacy, data security ,  and cyber security
  • Advising on foreign exchange transactions, foreign exchange regulations and licensing 
  • Monitoring ongoing legislation and regulatory changes.
  • Advising on market entry into local markets which include setting up local sales and marketing legal entities and managing license applications. 
  • Advising on regulatory issues with respect to Financial Intelligence Units or law enforcement agencies for suspicious transaction reporting.
  • Working closely with the Singapore & South East Asia, Legal Commercial, Compliance and Government Relations Teams. 
  • Advising on onsite inspections, investigations and queries by financial services regulators, law enforcement agencies and government agencies

Qualifications & Skills:

  • Law degree and admitted as an advocate and solicitor in Singapore
  • 12 years’ PQE gained in private practice and/or in-house.
  • Outstanding in regulatory advocacy with extensive experience in dealing and lobbying  with financial services regulators both in written form and in oral advocacy.  
  • Outstanding expertise and know how in financial services regulations or in payments related regulations including regulations relating to money remittance,  money transfers, foreign exchange, privacy, cyber security and outsourcing.    
  • A strategic thinker who has the outstanding ability to conjure creative solutions to complex  regulatory conundrums. 
  • A thought leader who is able lead and drive regulatory solutions.
  • Good understanding of online related technology and online businesses.
  • Excellent verbal and written communication skills.
  • Proven analytical, organizational, project management and planning skills
  • Ability to handle multiple tasks or projects simultaneously in a fast paced and dynamic financial services environment
  • Outstanding   ability   to   work   with   cross-functional   teams   as   well   as   with   senior management.
  • Strong  interpersonal  skills  with  a focus  on  teamwork  and  the ability  to  foster  and manage relationships across multiple departments
  • Extremely proactive with a strong bias for action
  • Skill in focusing on desired results, clarifying next steps, and ability to prioritize effectively to meet deadlines, address risk and achieve desired results
