The Senior Manager GEM of PayPal Australia, (PPAU), is responsible for supporting the establishment, implementation and ongoing management of the GEM program and supporting the CEO in overall operational governance of the Australian business (PPAU). The role will coordinate the strategic and tactical work programmes and projects across the GEM organisation, and in partnership with Sales & Marketing, in pursuit of PPAU goals. This First Line position will report to the CEO, PPAU, directly supporting the regular operating cadences of the GEM LT and the PPAU Board with comprehensive and well vetted reporting, whilst ensuring the PPAU GEM team complements and enables the PPAU Sales and Marketing team’s strategy, driving connectivity, efficient and effective decision-making and timely issue escalation & resolution.

The Senior Manager Global Entity Management(GEM) of PayPal Australia, (PPAU), is responsible for supporting the establishment, implementation and ongoing management of the GEM program and supporting the CEO in overall operational governance of the Australian business (PPAU). The role will coordinate the strategic and tactical work programmes and projects across the GEM organisation, and in partnership with Sales & Marketing, in pursuit of PPAU goals.

Reporting to the CEO, PPAU this first line position will directly support the regular operating cadences of the GEM Leadership Team and the PPAU Board with comprehensive and well vetted reporting, whilst ensuring the PPAU GEM team complements and enables the PPAU Sales and Marketing team’s strategy, driving connectivity, efficient and effective decision-making and timely issue escalation & resolution.

The role will oversee PPAU’s day to day operations including all affiliate and outsourcing services and will ensure PPAU continually meets all relevant legal and regulatory requirements.

Critical to the role, the Senior Manager GEM will therefore be responsible for;

  • Banking Executive Accountability Regime (BEAR) & Governance;
  • Affiliate Services & Outsourcing;
  • GEM Governance & PMO Responsibilities;
  • Operations Management & Reporting;
  • Board Related Responsibilities; and
  • Trusted Advisor & Delegate to the CEO

Responsibilities will include:

Banking Executive Accountability Regime (BEAR) & Governance:

  • Supports the CEO in the development and implementation of the BEAR program.
  • Drives operational and process change to ensure the CEO meets their accountabilities.
  • Reports on and sufficiently evidences PayPal’s strict adherence to the BEAR regime.
  • Ensures action taken to resolve or escalate any issues in a timely fashion.
  • Helps maintain a high standard of governance in line with APRA guidelines.

Affiliate Services & Outsourcing:

  • Supports the implementation and governance of the 3PL outsourcing policy & DSA.
  • Drives annual review of outsourcing policies & procedures & response to regulatory change.
  • Local point of contact with the 3PL Affiliate Services team.
  • Ensures operating compliance with APRA’s prudential standard for outsourcing.
  • Assists CEO in driving compliance with and the regular assessment of service levels.
  • Escalates any material matters of non-compliance to the CEO in a timely manner.

GEM Governance & PMO Responsibilities:

  • Supports the CEO in the implementation of any GEM program enhancements.
  • Strengthens GEM governance and operating procedures.
  • Drives operational change that meets both business and regulator expectations.
  • Encourage effective GEM LT collaboration, supporting on the delivery of their plans.
  • Builds strong partnerships with the Global teams & COOs to leverage Best Practice.
  • Represents GEM as the PMO across a portfolio of strategic and tactical initiatives.

Operations Management & Reporting:

  • Supports the CEO on the planning and administration of day-to-day business activities.
  • Strengthens operational oversight, ensuring early escalation of operational issues.
  • Ensures collaboration between GEM and the Commercial Sales & Marketing teams.
  • Manages timely resolution of all GEM action items arising from internal control functions, external auditors and/or regulatory bodies.
  • Accountable for GEM oversight of PPAU's business continuity plan (BCP).
  • Reviews and enhances GEM reporting presented out to internal or external stakeholders.

Board Related Responsibilities:

  • Works closely with the CEO, GEM LT and CoSec to prepare a focused PPAU Board agenda.
  • Tracks and drives completion of all GEM board matters and actions arising.
  • Ensures timely and high-quality board reporting.

Trusted Advisor & Delegate to the CEO:

  • Key member and participant in the PPAU GEM leadership team.
  • Trusted advisor to the CEO and a credible and informed stand-in as required.
  • Acts as a mentor to junior members of AU GEM team.
  • Contributes to a culture that both drives results and people development.
  • Completes other administrative and/or ad hoc tasks as required by the CEO.

What are we looking for?

  • 10+ years of related experience in financial services and/or banking.
  • Strong governance experience in banking and/or financial services.
  • Experience of working with Boards and Non-Executive Directors.
  • Strong credibility when working with senior leadership.
  • Possess high levels of personal integrity.
  • Strong and proven project management skills.
  • Ability to manage multiple competing priorities in a fast-paced environment.
  • Exceptional interpersonal and influencing skills.
  • Team oriented and collaborative with the ability to partner effectively at multiple levels and across disciplines.
  • Excellent facilitation skills. 

It would be beneficial if you have experience from within a highly regulated environment complimented by a Graduate Degree of Post Graduate qulaification.
