In this position, you will play a crucial role in providing Sanctions Policy guidance and direction to compliance operations, business units, operational support areas, and product areas that are critical to the effectiveness of PayPal’s global sanctions compliance program. This role will report into the Sanctions Compliance Manager and requires a candidate that is collaborative and can work well in a team but is also comfortable managing their time effectively and working independently to complete a variety of ad hoc projects that address the specific needs of PayPal’s sanctions compliance program.

  • Apply sanctions regulations and internal policies to transactions and customers identified by PayPal’s sanctions screening controls
  • Work in conjunction with management to implement new sanctions guidance as the regulations and internal policies evolve
  • Assist the Sanctions Compliance Manager with creating and maintaining a comprehensive sanctions program including constantly enhancing the processes and procedures
  • Keep up to date on all sanctions related regulations and reporting requirements
  • Provide guidance, as appropriate, on various aspects of sanctions compliance to compliance analysts, customer service, operational support areas, and business units.
  • Maintain a working knowledge of all laws and regulations related to PayPal’s sanctions requirements
  • Provide clear and succinct communication verbally and in writing to regulatory agencies and to all levels of PayPal management and staff

Job Requirements:

  • Minimum of 2 years’ experience in a bank, regulatory or financial institution providing OFAC sanctions guidance to satisfy regulatory requirements and support the Policies of an organization;
  • Minimum of 4 years’ specific focus on OFAC sanctions screening case reviews and reporting, or other applicable experience;
  • Substantive knowledge of current sanctions requirements with ability to convert this into appropriate policy and procedures for PayPal’s sanctions compliance program (e.g. proven ability to draft sanctions compliance procedures, perform OFAC sanctions investigations and prepare regulatory disclosures)
  • Master’s degree preferred and Bachelor’s degree required;

 Preferred Qualifications:

• Strong writing skills, particularly skill in drafting regulatory responses and creating high-quality documents that prescribe or govern the sanctions activities—such as policies and procedures, guidelines or job aides.

• Must be detail oriented and be able to work with minimal supervision

• Presentation skills with a well-developed sense of urgency and follow through

• Ability to learn and adapt to new software technologies

• Strong working knowledge of external systems and PC based internet and software applications (Internet, Microsoft Office - Outlook, Word, and Excel)
