The Global Governance Risk and Compliance (GGRC) Testing Team is seeking a Senior Manager to support the Independent Testing Program within the Second Line of Defense (SLOD). The Senior Manager will be responsible for playing a key role in executing a comprehensive, risk-based Testing program to assess risks, business controls, and regulatory obligation adherence. A team of Testing Associates focusing on Anti-Money Laundering, Consumer Practices, Compliance and Operational risk for all PYPL product lines will report directly to this role. The candidate must have the ability to operate independently and manage multiple competing priorities with strict deadlines, and to provide advice, mentor and enhance team expertise. A critical component of this role is the ongoing development of a high performing team, capable of producing the highest quality work amidst the ever-changing global compliance landscape. You will incorporate effective leadership practices to ensure that your team successfully executes on their obligations and you will be responsible for the quality of their output. You will need to demonstrate the ability to understand opposing points of view within your team and across the organization on highly complex issues and to negotiate and integrate different viewpoints with all levels of leadership. You will interact with peers, all levels of management, and other internal or external constituents in order to deliver comprehensive reviews and represent reasoning of case disposition on behalf of your team.

Primary Job Responsibilities:

  • Provide leadership, direction and functional expertise to develop and drive the strategy for the Global Testing Team (GTT) through proven standardized project/program management tools, templates, practices, and methodologies.
  • Create and maintain regular reporting of Testing results.
  • Lead, support and coach a team of Testing Associates.
  • Design SLOD Testing of business controls and regulatory obligation adherence.
  • Review the work that is performed by the team of Testing Associates to ensure quality.
  • Develop trusted partnerships with business leaders based on collaboration and knowledge of business.  Coordinate with SMEs within ERCS and across the enterprise to ensure Testing covers appropriate risks, and results are disseminated to the appropriate decision makers in a timely manner.
  • Handle both proactive and reactive needs arising from additional oversight and manage corresponding take away items.

  • Must have a strong understanding of business controls, regulatory requirements and Testing design, management and execution.  
  • Advanced analytical, cross-referencing and deductive reasoning skills.
  • Excellent project management, organizational, communication, presentation and interpersonal skills.
  • Skill in focusing on desired results, determining what is important and urgent, clarifying next steps, and delegating effectively to meet deadlines and achieve desired results.
  • Excellent ability to analyze compliance risks in complex business processes and recommend controls to mitigate those risks.
  • Thrives working in a fast-paced environment while maintaining composure and able to make sound decisions under pressure.
  • Ability to work within a matrixed international environment and cross functionally with operations and technology functions.
  • Excellent executive presentation and project management skills with the ability to successfully execute multiple projects at one time and across global time zones.
  • Ability to collaborate across levels and hold a level of influence, organizing and motivating others, including those who are in more senior positions.
  • Must display a high level of professional judgment, commitment, integrity, teamwork, and customer service.


  • 8+ years of years of related experience in compliance, operational risk management (includes audit, legal, credit risk, market risk, or the management of a process or business with accountability for compliance or operational risk).
  • 8+ years people management required.

Preferred qualifications:

  • Big 4, or management/IT consulting experience
  • CISSP, CISM, CISA, CIPP and similar certifications
  • Understanding of fintech, e-commerce, cloud computing, operating systems, web technologies and enterprise security architecture.
  • Familiar with Risk Management, ITIL, ISO 27k, ethical hacking concepts
  • Experience with business continuity planning and testing, third-party security management, and secure build methodologies
  • Bachelor’s degree required, or equivalent work experience preferred
  • Fluency in English is required. Knowledge of German, Russian or Portuguese will be a plus


  • Minimal international travel will be required ( once - twice per year ) and you must be able to travel between offices in Ireland - Dublin and Dundalk to support the teams.
