Business Resiliency Manager First Line of Defense

The Resiliency Business Continuity Manager role in FLOD Center of Excellence is responsible for business continuity life cycle of activities that support FLOD Resiliency team members, educate to understand of BC practices to improve the development, maintenance and execution of all business continuity / resiliency framework tasks and events.  Under the direction of the Resiliency COE Director, the Resiliency Business Continuity Manager supports the Resiliency and Incident policy and framework in ensuring functional areas are policy adherent, and drives maturity improvement of business continuity plans. Drives COE programs that focus on quality assurance of data and analysis, scenarios that execute and test strategies that ensure the validity RTO and Maximum Allowable Downtime of company processes. Provides consultation, guidance, sharing of best practices, and advocates for plan improvements in the area of business and technology continuity impact analysis, strategy recovery planning, plan exercising, after-action reporting, evaluation, and delivers recommendations to improve program.

  • Work with Functional Areas business continuity members to support in developing, maintain, or implement business continuity and disaster recovery strategies and solutions, including business impact analyses, strategy development , the documentation of business continuity and disaster recovery activities.
  • Produces regular and ad-hoc reports, and dashboards.
  • Drives the COE Resiliency and Incident programs on Quality Assurance, Exercise, After Action Peer review
  • Maintain quality by performing audits to ensure integrity, adherence to Business Continuity standards and analyze, identify gaps to improve critical operations can continue or are resumed as quickly as possible and provide overall support to internal and external customers.
  • Through the programs’ identify opportunities for improvement or mitigation of business interruption and other risks caused by business, regulatory, or industry-specific change initiatives.
  • Serve as a champion for the Resilience Framework to: ensure consistency, clearly articulate processes, educate others, and enforce documentation standards. Routinely complete pulse checks with Business Units to ensure maximum engagement.
  • As a COE Resiliency leader you will become a significant resource to other departments in and around PayPal; it is important to support other Global Resilience / Business Continuity and Disaster Recovery Teams as well other departments that come to Resilience seeking guidance and support
  • Act as the FLOD GCCI coordinator representative for continuity efforts after a disruption event.
  • Is an incident leader to facilitate P-level incidents and is part of the rotation for 24/7 on-call availability
  • Facilitates meetings to improve quality, develop relevant scenarios for annual tabletop exercise, schedule exercises, and conducts post mortem reviews, and provides a peer review of after action exercise report, records lessons learned, and provides follow-up activities to improve plan and program.

Prerequisite Knowledge and Proficiency:

  • Conducts, communicates, and follows the resiliency life-cycle.
  • Strong analytical, cross-referencing and deductive reasoning skills.   Ability to problem-solve, review and analyze data, locate its source, effectively assess risk, identify root cause of issues and identify operational efficiencies. Ability to determine best course of action/make sound recommendations for correction of testing/monitoring findings.
  • Self-motivated.  Must be able to work in a fast-paced environment with frequent interruptions and work effectively under the pressure of deadlines.
  • Demonstrated attention to detail and knowledge of multiple functions within the Enterprise Services Organization.
  • Must display a high level of professionalism, sound judgment, commitment, integrity, teamwork, and customer service.
  • Proven organizational skills.
  • Solid communication skills, both written and verbal, and the ability to communicate with several stakeholders.
  • Ability to establish and maintain harmonious working relationships with co-workers and other business units.


  • Proficient in Microsoft Office, SharePoint, Teams and MS Project, Continuity Logic or similar tools
  • CBCP (Certified Business Continuity Professional)
  • Familiar with business continuity best practices and protocols, FFIEC or similar financial regulatory body is a plus
  • Experience working in a team-oriented, collaborative environment
  • High energy and creativity, an entrepreneurial spirit and the desire to work in a fast growth and changing environment
  • 3-5 years professional related experience; such as: business continuity, emergency, incident management, disaster recovery
  • 3-5 years of performing quality audits to ensure integrity, adhering to business continuity standards and analyzing and providing overall support to internal and external customers.
  • 3-5 years of developing Business Continuity Plan problem resolution by analyzing processing problems, recommending solutions and working with other departments to test and implement solutions.
  • 2-3 years people management.
  • Demonstrated strong written, oral and presentation skills to foster productive relationships with diverse staff.

Licenses and Certifications:

  • Appropriate certifications (CBCP, MBCP or related experiences ).
