Working as part of PayPal's Global Centre of Excellence (“COE”) Regulatory Reporting team, the Regulatory Reporting Manager will be fully responsible for the preparation and submission of all regulatory reports, together with monitoring and forecasting of regulatory metrics for APAC region.

Regulatory Reporting:

  • Complete periodic reporting submissions to the regional regulators (MAS, BNM, RBI, APRA, FSA);
  • Monitor and forecast relevant regulatory metrics;
  • Act as direct point of contact for regulatory reporting in APAC with the regulators;
  • Monitor the development of regulations relevant to APAC. Ensure advance awareness and preparatory tasks are undertaken early to implement foreseen changes;
  • Liaise with key stakeholders including Data Technology, Controlling and Treasury teams and gain an understanding of balances to obtain accurate and timely data to complete reporting, monitoring and forecasting;
  • Provide quality assurance over data inputs and resulting outputs;
  • Perform reconciliations of output against management accounts ensuring any breaks are cleared in advance or are explained as appropriate;
  • Implement regulatory reporting production and delivery systems;
  • Strive to create efficiencies in processes, in particular focusing on risk reduction through automation;
  • Draft detailed risk based procedures and checklists focusing heavily on internal controls throughout;
  • Prepare and present periodic updates for executive management;
  • Challenge, resolve, and communicate any issues to internal stakeholders;
  • Liaise with internal and external auditors ensuring all requests and any issues are addressed timely and accurately;
  • Assist the global COE team in any related initiatives outside of APAC.

Requirements:

  • Qualified Accountant, preferably with a Big 4 audit background
  • Minimally 8 years’ of professional experience, ideally in e-Commerce/payments/financial services industries;
  • MA (or equivalent) preferred;
  • High level of expertise in sourcing, interrogating and manipulating data in various forms/code from multiple systems/platforms;
  • Keen analytical and problem solving experience with a strong focus on quality assurance of output;
  • Understanding of regulations affecting the Banking and Payments industries across APAC;
  • Familiarity with local and international accounting standards;
  • Excellent written and oral communication and interpersonal skills with fluency in English mandatory;
  • Attention to detail and the ability to prioritize and deliver in a fast paced and dynamic environment with a high degree of personal accountability, integrity and trust;
  • Demonstrated ability to work effectively within cross functional and remote teams;
  • Technical experience dealing with multiple data systems and reporting platforms. SAP is an advantage;
  • Good sense of humor and ability to create and maintain a balanced, positive work environment;
  • Willingness to travel approximately 10-20% each year
  • Strong process improvement skills;
  • Ability to work autonomously and as part of a team;
  • Ability to share information, transfer knowledge and expertise to team members;
  • Willingness to take on additional COE work in-related to APAC;
  • Ability to escalate issues and seek guidance as required.
