PayPal, Inc. is seeking a Regulatory Relations Analyst for its Risk, Regulatory, and Protective Services’ (RRPS) Global Regulatory Relations (GRR) Team. This Analyst will be based in Singapore and reports to the Senior Director, APAC & EMEA Regulatory Relations. This role will assist GRR Directors in providing advisory support to business and tracking the implementation of the holistic regulatory engagement framework/plan in jurisdictions where PayPal is licensed through close partnership and collaboration with local Risk & Compliance Officer (RCO) teams. To ensure proper record keeping of regulatory interactions in the regions, this role would promote the proper use of Pulse (Regulatory Interaction) tool and provide periodic training to relevant stakeholders. This role will provide analytical and reporting support to the GRR Directors enabling proper oversight of salient regulatory issues and prevailing regulatory trends in APAC and EMEA.

Responsibilities

  • Support the GRR Directors for APAC and EMEA in working with RCOs to develop country-specific holistic regulatory strategic plan.  Coordinate with RCOs to track execution of regulatory strategic plan and report progress.    
  • Assist the GRR Directors in the review of regulatory responses and exam materials to promote efficient and successful regulatory engagements.  Provide support in licensing initiatives, regulatory projects, critical remediation effort, etc.
  • In consultation with GRR Directors, provide advice and guidance to business and functional partners on regulatory relations matters.   
  • Oversee the proper use of Pulse (Regulatory Interaction) tool by RCOs, Legal, GR and other business/functional stakeholders to ensure all regulatory interaction records are complete and accurate.  Provide training on Pulse (Regulatory Interaction) tool to new hires and refresher training to stakeholders.  Solicit feedback and partner with internal GRR/technology teams to roll out tool enhancement. 
  • Prepare periodic reports on regulatory interactions in APAC and EMEA; highlight regulatory trends and salient issues to inform the Regulatory Engagement Council.   

Qualifications

  • Excellent verbal and written communication skills
  • Proven ability to operate tactically while maintaining excellent attention to details
  • Ability to work under pressure, manage assignments with competing priorities, meet deadlines, adapt to change, and comfortable dealing with ambiguity
  • Ability to identify dependencies and leverage multiple sources of information simultaneously
  • High energy and a desire to work in a results- and team-oriented, rapid growth environment

  • Strong reputation for integrity, maintaining a high level of confidentiality and exercise judgment to raise issues in a timely and constructive manner
  • Knowledge of the financial services compliance and / or regulatory environment is required
  • Strong computer knowledge; excellent MS Word, Excel, Visio, and PowerPoint skills

Job Requirements

  • Bachelor’s degree required
  • 6+ years compliance experience in the financial services industry with regulatory engagement experience
  • Experience working in regulatory agencies or central banks preferred
