PayPal’s Program Manager for Global Background Check Program Operations is responsible for program leadership, strategy, and operations to create a seamless experience and maintain compliance with PayPal’s global background check policy. As a part of this, you will have day-to-day responsibility for the third-party screening partner relationships, partner closely with PayPal’s Compliance and Legal functions, and serve as the escalation point for our internal stakeholders. Strong collaboration will be required across regions to ensure we drive a consistent and frictionless employee experience. This role requires knowledge of the end to end employee lifecycle, and how best to get things done across partners and the user audience within a collaborative and dynamic global structure.

Responsibilities

  • Maintain the strategic partnership between PayPal and our third-party background check screening providers
  • Manage small PayPal team responsible for global program operations, and indirect oversight to a broader HR team responsible for tier one questions/escalations
  • Drive the day-to-day management and compliance for the global background check program operations, working collaboratively with HR stakeholders, cross-functional subject matter experts and our third-party partners supporting our program operations
  • Drive program governance activities to ensue service level objectives are achieved
  • Develop strong relationships with Safety & Security, Employment Legal and other cross-functional stakeholders to operationalize policies and procedures and effectively manage risk.
  • Partner with business leaders and business units to educate and understand their needs
  • Ensure regional/local processes are aligned to PayPal’s global standard operating model
  • Actively identify, track, and manage issues/risks, while demonstrating consistent follow-through
  • Explore opportunities that drive value for our business and PayPal’s employees – i.e. our customers.
  • Look for opportunities for continuous improvement and drive implementation of efficiency and effectiveness improvement for processes
  • Collaborate with our third-party partners in the design, implementation & operationalization of new policies, processes, tools etc. as the outcome of the local initiatives
  • Understand and apply policies, standards and practices established for third party management at PayPal
  • Point of contact for audits and requests from PayPal’s Second Line and Third Line of Defense

  • Ability to lead through influence and demonstrated flexibility working in a fast-paced global organization
  • Proven track-record instituting and managing outsourced partner relationships through all phases, from concept to program launch and stabilization
  • Demonstrated skills needed to develop, socialize, and roll out efficient and effective customer centric end-to-end processes
  • Experience with third-party background check systems, Workday, SalesForce case management system or similar systems
  • Excellent attention to detail and the ability to deliver results in a very fast-paced and dynamic environment
  • Solid problem-solving skills, with the ability to think strategically
  • Demonstrated program and project management skills and ability to manage multiple complex priorities simultaneously
  • Track record
  • Outstanding written and verbal communication skills

Job Requirements

  • A proven track record of success managing background check, HR or Safety & Security related program operations, including 5+ years in a corporate environment
  • 5+ years of managing the performance of third parties to contracted terms and conditions
  • Some Human Resources functional experience preferred
  • Program Management experience (PMP preferred)
  • Experience in executing continuous improvement methodologies
  • Financial services/FinTech industry experience preferred

Education Requirements

  • Bachelor’s degree in a related field or equivalent

Travel: 5 - 10%
