The Program Manager, RIIM Compliance at PayPal works closely with Resiliency, Incident and Issue Management (RIIM) leaders, RIIM team members, Internal Control Partners (ICPs), Global Governance Risk & Compliance (GGRC) team members and other PayPal teams that represent key functional stakeholders in PayPal’s Continuity of Operations Management and Risk Management. This experienced compliance professional will be responsible for preparing materials and responding to external and internal requests for information on all policy frameworks within the RIIM space. Responses are often coordinated with other PayPal teams managing regulatory examinations, partner due diligence, industry audits, internal audits, mergers and acquisitions (M&A), etc. The successful Program Manager will have the ability to maintain and revise standard response artifacts as the programs evolve; source ad hoc information from team members and systems as the needs arise; and professionally represent PayPal and the RIIM programs in live interviews or reviews. The individual must be, without a doubt, passionate about our customers, partners, stakeholders, and technology. While expected to be a self-sufficient driver, teamwork is paramount at PayPal and the candidate must possess the ability to work with subject matter experts and other team members to coordinate the right content in the right vehicles to the right audiences.

Job Responsibilities:

  • Prepare materials and respond to external and internal requests for information on all policy frameworks within the RIIM space
  • Coordinate responses with other PayPal teams managing regulatory examinations, partner due diligence, industry audits, internal audits, M&A, etc.
  • Obtain ad hoc information from cross-functional teams and systems, as the needs arise, and prepare into professional responses
  • Represent PayPal and the RIIM programs in live interviews or reviews
  • Ensure timely responses to Examiners, Auditors and requesters, as required
  • Support development of inter-company service agreements, due diligence responses, audits, exams, reports and other activities
  • Manage M&A artifact gathering, review, retention and dissemination, as required for RIIM framework integration requests
  • Coordinate the integration planning process for RIIM involving the appropriate leaders and/or subject matter experts to ensure a seamless transition into appropriate RIIM frameworks
  • Manage all engagement activity and prepare related reports/metrics
  • Prepare and present reports, observations and recommendations to stakeholders, and RIIM leadership
  • Capture feedback and Issues for review with management, then facilitate Issue tracking and evidence for closure
  • Effectively and regularly communicate status and concerns stemming from work on examinations, audits, due diligence, mergers and acquisitions integration, etc.
  • Manage and deliver standard response documents against an established inventory, roadmap, and storage location to provide an organized approach for accessibility and stakeholder-agreed content
  • Coordinate with cross-functional subject matter experts to maintain and revise response artifacts
  • Regularly review program and assessments to identify opportunities for improvement
  • As a Quarterback (QB) for the global Critical Incident and Regional/Local Event Management teams (R/LEMT), rotate on-call responsibilities to manage business, technical and physical events that are causing significant disruption and risk
  • Support local and regional teams to assess the correct classification of event and trigger the correct response teams, as applies
  • While on call, respond and open bridge lines within 10 minutes of alert notification sent from the system
  • Provide input into after-action reports for events run for the LEMT or REMT in region supported
  • Assist in driving visibility of programs and frameworks
  • Review vendor responses in system of record
  • Support the SLOD Control Testing Program across PayPal, as requested
  • Support access and configurations needed by customers in Continuity system of record and to comply with standards, guidelines and standard operating procedures
  • Engage actively in responding to customer requests on DL, support queue, and other intake methods
  • Drive engagement with One Team behaviors
  • Pro-actively develop and maintain professional working relationships with colleagues, Functional Areas, and respective support areas working in an integrated manner with fellow team members both locally and globally

Basic Qualifications:

  • More than 5 years’ experience in delivering and managing compliance and risk management programs, preferably in a financial services environment
  • Bachelor’s degree or equivalent experience
  • Has a working knowledge of operational environments and how to create a resilient business process ecosystem
  • Has a working knowledge of multi-layer technology domains, with an understanding of how domains interact to create a resilient end-to-end system
  • Has a working knowledge of one or more technical environments or technologies and is capable of articulating best practices in that technology to construct solutions aligning to the resiliency best practices
  • Has working knowledge of PayPal tools, operational procedures, site architecture, and role of components in delivering continuity of operations
  • Has working knowledge of industry-driven incident management practices and standards
  • Has a working knowledge of the regulatory environment for Continuity of Operations
  • Has a working knowledge of risk management practices and standards
  • Has strong ability to work with minimum direction and possess a high drive for delivering timely, high-quality results
  • Possess strong oral and written communication skills along with refined presentation skills and the ability to work with other departments and varying levels of management, including senior leadership
  • Able to communicate complexity in a simple & clear manner
