PayPal’s Program Manager for Contingent Workforce Services (CWS) in the Americas Region will be responsible for managing the end to end contingent workforce program across the U.S, Canada, and Latin America. As a part of this, you will have day-to-day responsibility for the managed service provider (MSP) delivery model and relationships for the region, and serve as the escalation point for our internal stakeholders. This role requires knowledge of the contingent worker landscape and regulatory environment, as well as experience to get things done across partners, our vendors, and the user audience within a collaborative and dynamic global structure. The Program Manager for the Americas region will report directly to the Global Contingent Workforce Services Leader, collaborate closely with peers in the EMEA and APAC regions and partner closely with our MSP partner.

The Program Manager will drive the daily management, execution, and maintenance of the Americas program. The scope includes a vendor management system and managed service provider delivery model. Critical factors in the Program Manager’s success will be strong oral and written communication, executive presence, and good judgment.


  • Drive the America’s Contingent Workforce program’s day-to-day management and compliance, working collaboratively with cross-functional partners and our Managed Service Provider
  • Develop strong relationships with cross-functional stakeholders and across business entities both in person and remote environments
  • Ensure regional service level objectives are achieved and day-to-day escalations are managed
  • Provide appropriate escalation, anticipate and make delivery trade-offs, balance business requirements versus technical constraints, and maximize the business benefit from the program
  • Identify, track, and manage issues, risks, and action-items across individuals and teams, while demonstrating consistent follow-through

  • Strong vendor management skills, and a thorough understanding of the Contingent Workforce industry
  • Ability to collaborate effectively across functional areas at all levels in the organization
  • Knowledge of legislation within the region associated with contingent workers
  • Demonstrated skills needed to develop, socialize, and roll out efficient and effective customer centric end-to-end programs and processes
  • Proven track-record instituting and managing supplier relationships through all phases, from concept to program launch and stabilization
  • Ability to establish and build successful working relationships, internally and externally
  • Demonstrated ability to work well with other departments and varying levels of management, both internally and externally
  • Excellent attention to detail and the ability to deliver results in a very fast-paced and dynamic environment
  • Exceptional analytical and problem-solving skills, and experience applying these skills to resolve issues and think strategically
  • Demonstrated change management expertise
  • Outstanding written and verbal communication skills


  • A proven track record of success delivering and managing contingent worker program services and systems, including 5+ years in a corporate environment
  • 5+ years of Procurement, Managed Service, or Compliance experience, managing the performance of suppliers to contracted terms and conditions
  • Experience with SAP Fieldglass or similar systems
  • Some Human Resources functional experience
  • Financial services/FinTech industry experience preferred

Education Requirements

  • Bachelor’s degree in a related field or equivalent
