PayPal is seeking an experienced software portfolio management or program management professional to join our Enterprise Product Experience team. As part of this role, you will be responsible for driving the Portfolio planning across the org in partnership with internal PayPals BUs and verticals within the EPX organization. In addition, this role will have responsibility for the center of excellence for defining, implementing and maintaining PMO, Program Management and Scrum related best practices and tools.

  • Drives continuous planning across the organization from idea generation through scoping, identification of dependencies, estimates, and roadmap commitment.  Publishes a monthly snapshot of the Portfolio of initiatives highlighting where investments are being made.
  • Leads the in-take, definition, prioritization, assessment and sizing of roadmap requests from internal BUs to the organization.  Drives resource demand versus capacity analysis with impacted verticals.  Facilitates trade-offs and roadmap commitments across the organization as required
  • Partners with product, engineering, and other portfolio leadership teams to align teams to enterprise initiatives.  Ensures appropriate resources are engaged across verticals.  Helps define creative solutions to address resourcing challenges.
  • Monitors health of initiative delivery - status, issues and dependencies in partnership with the vertical practices.  Proactively addresses delivery impediments.  Resolves roadblocks to enable successful execution.  Facilitates executive-level escalations and initiative change management.
  • Drives improvements, usage, and further adoption of PDLC and other related methodologies (Waterfall, Agile, Kanban, etc) throughout the organization as needed.
  • Maintains a community of practice for Program Management and Scrum Master disciplines in partnership with verticals within the organization. Drives adoption and usage of Enterprise Planning and Execution tools to effectively plan and execute on roadmap commitments across the organization

Required Experience, Skills, or Abilities:

  • Strong knowledge of portfolio management & program management processes, tools, templates and techniques
  • Extensive experience leading multi-disciplinary teams in fast-paced, change intensive environments
  • Strong problem solving and negotiation skills, with the ability to work across organizational boundaries to drive closure of complex development challenges
  • Strong business and technical acumen, including the ability to quickly understand and communicate technical concepts and challenges across multiple levels and disciplines
  • Strong written and verbal communication skills, with the confidence and credibility to effectively engage and interact with senior and executive management
  • Hands-on experience with multiple software development methodologies, including a solid understanding agile delivery practices
  • Experience implementing and maintaining Enterprise Portfolio Planning Management (PPM) and Delivery Tools - examples Clarizen, Rally, Jira, etc

Qualifications:

  • Bachelor’s degree in Engineering, Computer Science, or related field
  • Minimum 8 years of experience managing technology portfolios and programs in complex operating environments
  • Worked at similar sized company in the internal Corporate Product and IT environment
