A robust issuing, tokenization, and transaction-processing platform is essential for the universal acceptance of PayPal globally. Being able to tokenize the PayPal wallet and make it accessible via open loop rails represents the most scalable way to achieve global reach. The Card Center of Excellence (CCOE) within PayPal is tasked with ensuring Operational excellence of PayPal’s card programs and absorb the complexities of managing the day-to-day operations of a card program with our card vendors. The CCOE is responsible for efficient running of existing card programs, and smooth onboarding of new card programs, and enable the business owners to focus on growth and expansion of our card programs.

The CCOE Program Manager will:

  • Manage the Card and Collateral Inventory budgets for all our worldwide card programs, and coordinate the end-to-end procurement process (including pricing, ordering, inventory reconciliation, invoicing etc…) with our card vendors
  • Continuously work with PayPal’s card program business owners to understand Business needs and priorities as they evolve, and ensure card vendor preparedness to meet business needs
  • Facilitate new card product launches with our card vendors to ensure a streamlined onboarding and ramping of a new card program
  • Facilitate card program changes (e.g. new marketing campaigns) to existing products to ensure adequate preparedness
  • Achieve cost reduction goals for the overall card program, as well as meet/exceed other operating metrics by working closely with our card vendors
  • Document and share learnings and best practices with the Business Units, and ensure best-in-class practices are absorbed within all card programs within PayPal
  • Continuously Monitor card vendor performance metrics and performance against SLA. Conduct Quarterly and Annual Business reviews with Card vendors to review performance and improvements with the vendors
  • Serve as the single point-of-contact with our card vendors and manage PayPal’s day-to-day operating relationship with Card vendors, and manage escalations as they rise
  • Assimilate new card-related technology into PayPal’s products, and work with card vendors to build capabilities that don’t presently exist in order to meet PayPal’s business needs

Job Requirements:

  • 8 or more years in program management, preferably managing card programs
  • Prefer understanding of EMV card manufacturing and Personalization/Fulfillment operations
  • Core skill set requirements are as follows: Hands-on, Detail oriented and analytical, stakeholder management, communication (written, verbal, and oral) with diverse audiences and internal/external stakeholders
  • The candidate should bring a high level of enthusiasm and aptitude for the operational nature of the role day-in and day out, and the ability to satisfy groups with disparate objectives
  • Travel required both domestic and international; around 20% of the time
