OCIO PMO Manager will lead a team of Program & Project Managers to successfully deliver technology programs supporting the Employee Technology Solutions (ETS) organization and supporting PayPal Corporate Functions.

Key responsibilities include:

  • Partnering with the ETS Senior Management (Product, Engineering, and Quality) and their teams to provide strategy and direction for major program initiatives
  • Leading, Mentoring, and growing a team of 5-8 Program Managers and/or Scrum Masters that are part of a larger PMO organization
  • Working with the Technology and Product teams to implement procedures and Project Management methodologies that enable ETS to deliver on-time, on-quality, on-budget and on-value.  This includes driving the continued success of the PayPal Agile Transformation implementation within ETS.
  • Developing and operationalizing standardized portfolio support activities including:  reporting, staffing, monitoring, and budget management
  • Developing and operationalizing standardized capacity management processes; including: supply and demand in conjunction with portfolio prioritization activities
  • Working with the Leadership team to drive overall roadmap planning and prioritize internal initiative work across the OCIO PMO and external BUs

Job Requirements:

  • Excellent oral and written communication skills are required
  • Ability to present and sell solutions both internally and to other organizations is a plus
  • Must be a team player who works well with technical and non-technical resources
  • Must be able to build strong relationships with technology and business partners as well as peers
  • Must be able take strategic direction from executive management
  • Must take initiative, be a decisive decision-maker and show confidence in decisions made
  • Must be able to drive and grow talent for direct reports on the team

Qualifications:

  • A Bachelor's degree is required
  • Strong understanding and experience implementing Agile-Scrum within organizations
  • Global team people management experience
  • Experience identifying and prioritizing key project objectives, risks, drivers and dependencies
  • History of communication and interaction with senior level executives
  • Strong presentation skills (executive level)
  • Strong interpersonal, analytical, problem-solving and conflict resolution skills
  • Strong work ethic; extremely organized and detail oriented
  • Experience managing and maintaining project budgets
  • Ability to recommend and implement process improvements, policies and best practices
  • Minimum of 13-16 years’ experience working in technology and/or program and project management related positions
