PayPal is a Leading online payment company in the World. PayPal does business in 200+ countries worldwide and processes payments in 25 currencies. We are now looking for an experienced professional to join our Legal Team to support GoPay, a PayPal subsidiary and licensed payment institution in China. This position is based in Beijing, PRC. To succeed in this challenging role, candidates should be mature, self-motivated and independent, well-organized with excellent interpersonal, communication and problem solving skills. Being proficient in both Chinese and English (written and oral) is essential. This position also requires business acumen, strategic and creative thinking, strong project leadership, communication skills and multi-tasking capabilities.

As a member of PayPal legal team, Legal Counsel will be responsible for providing the following legal support to GoPay.

  • Providing advice on regulatory issues, relating to the Payment and Settlement law and regulations, Foreign Exchange Regulations, Data Privacy and Cyber Security Law etc. 
  • Working together with the stakeholders, including Government Affairs and Compliance to establish and maintain good communication channels with competent regulators and governmental authorities in the financial and other sectors.
  • Drafting, reviewing and negotiating various commercial contracts including but not limited to those with clients, business partners and financial institutions. 
  • Providing legal advices to Compliance and Risk Management on AML/CTF or other compliance matters.
  • Providing legal support to customer services in the resolution of customer complaints
  • Advising on legal and regulatory risk issues relating to sales and marketing activities, communications, and product development.
  • Monitoring ongoing legislation and regulatory changes and advising the implementation of policies and procedures to address new regulatory requirements. 
  •  Advising on employment and labor law issues.
  • Providing legal advice to in the dispute solution and managing litigation, arbitration and administrative procedure.
  • Managing outside counsel working together with or provide support to other members at PayPal Legal team.

Job Requirements:

  • Extensive expertise and experience in compliance, interpretation and enforcement of PRC law and regulations relating to financial service, online payment, clearing and settlement, foreign exchange, e-commerce.
  • Broad background within the financial services industry is a plus, preferably within a bank or financial services organization.  
  • General legal background and experience with common issues related to commercial contracts, corporate governance, dispute resolution, intellectual property and privacy or cybersecurity
  • 7+ years of experience working in a reputable company preferably in the financial industry and/or practicing PRC law in the financial sector for a reputable law firm;
  • PRC bar qualification. Admission to major overseas jurisdictions is a plus.
  • Ability to work independently. Good stakeholder management skills with experience of working with management and decision makers. Good team player.
  • An understanding of the financial legal and regulatory environment in the PRC.  Specific knowledge of the laws and regulations relating to payment industry would be preferred.
  • An understanding of and ability to develop and implement policies and monitoring program.
  • Excellent verbal and written communication skills in both Chinese and English;
  • Ability to handle multiple tasks or projects simultaneously in a fast paced and dynamic financial services environment.
  • Demonstrated ability to work with cross-functional teams as well as business unit leaders.
  • Strong interpersonal skills with a focus on teamwork and ability to foster/manage relationships across multiple departments.
  • Skill in focusing on desired results, clarifying next steps, and ability to prioritize effectively to meet deadlines, address risk and achieve desired results;
