The Head of Government Relations Australia reports to the Head of Government Relations for Asia Pacific (based in Singapore). In order to ensure the local business team is properly supported, the position also has a reporting line into the CEO of PayPal Australia. The person will work closely with business leaders, Board of Directors and cross-functional teams (Compliance, Legal, Risk, etc.) to provide strategic government relations (GR) engagements, advocacy and counsel to further PayPal’s business priorities in Australia. This role also provides project and research support to regional management and country teams as needed, and is responsible for information management, lobbying/advocacy support, and engagement with relevant policy makers. As a change agent, the person will combine contagious enthusiasm, rigorous thinking and articulate communication.

About the role: 

  • Overall responsibility for shaping the policy and regulatory environment, and outreach to government and regulatory bodies in close coordination with the Regulatory Engagement team;
  • Monitor and track legislations and regulatory initiatives impacting PayPal and develop short- and long-term GR strategies to address legal and regulatory risks, challenges and opportunities;
  • Draft and contribute to briefing documents, public policy and thought leadership papers and other relevant content for distribution and publication (responses to public consultations, reports, etc.);
  • Develop and maintain cooperative relationships with key central government regulators for payments and financial services, including RBA, AUSTRAC, APRA, ASIC, ACCC as well as members of the Cabinet and legislators;
  • Develop and manage contacts with key influencers such government officials, academics and think tanks and industry experts;
  • Develop a strong internal network within PayPal and maintain a robust understanding of the business; actively contribute to the APAC GR team, and Australia GEM team and Board of Directors;
  • Present Australia’s regulatory landscape and policy developments in key offshore markets to PayPal’s GEM, Board of Directors, global government relations teams, senior management in GEM, Sales and other functional areas.

About you: 

  • Bachelor’s degree required; master’s or equivalent preferred;
  • Minimum of 10 years of experience in government relations, public administration or related area of payments, financial services, fintech, e-commerce or digital platforms;
  • Solid understanding of government system and political processes in Australia;
  • Strong ability to work with and build relationships with industry associations, academia, merchant and other key stakeholders in Australia;
  • Excellent appreciation of the cultural, historical and political nuances and issues in Australia;
  • Good knowledge of government regulations, policies, as well as the evolving industry and market environment relating to the company’s core businesses;
  • Proven ability to develop collaborative relationships with business partners, senior management and internal and external stakeholders, fostering partnerships quickly across multiple functions;
  • Experienced in managing budgets, and working with and managing external consultants/agencies;
  • Experienced in working/operating in a matrix environment
  • Regular travel within Australia, along with occasional travels in Asia and internationally;
