Job Description The Global Financial Crimes & Customer Protection (GFCCP) organization is responsible for detecting and preventing financial crimes and providing protections and remediation paths to PayPal’s customers.  Managing successful programs, within this organization, requires data driven business insights to drive both regional and global program strategies and regulatory requirements. The Program Intelligence Manager will support the technical development, validation and implementation of metrics-based reporting and visualization, including internal management reporting, key risk indicator reporting, and board/committee level reporting.  This role will support various GFCCP Programs in support of the merchant migration onto the recently acquired GoPay Technology platform, as well as, the launch and management of the GoPay compliance operations team. The program intelligence manager will work with key program stakeholders to define the data needs for GoPay Operations, build a reporting strategy and roadmap, along with automation of actionable reports and dashboards for the team. This individual is responsible for the data and insights that impact the overall productivity and effectiveness of the team to ensure leadership has the reporting and business insights needed to operate effectively. Successful candidates will offer a strategic perspective, sound business judgment, deep analytical capabilities, and a collaborative working style.  They will possess strong intellectual curiosity, a deep understanding of PayPal’s products and associated typologies, and experience with PayPal data systems. Skills in problem solving, rigorous analysis, and distilling complex and voluminous data into concise summaries will be critical. The successful candidate will have exceptional interpersonal skills, abilities to manage conflicting priorities to a defined timeline, strong project management and communication skills. Demonstrated working knowledge in SQL, dashboard development, relational database fundamentals and data warehouse architecture is required.

Primary Job Responsibilities

  • Expertise in the underlying investigative processes driving the data to provide meaningful insights into the health of supported Business Program
  • Develop data framework to understand and measure the impacts of business decisions/strategies (new/changes in products, systems, processes, policies)
  • Prepare, extract, report and analyze data covering a wide range of customer profile/lifecycle information from large databases (onboard, transaction/profile history, Policy/Risk/Protection interactions)
  • Design and implement innovative reports and/or insight approaches to identify business opportunities
  • Partner closely with Business Program stakeholders on envisioning new reporting and defining the reporting strategy for the program whilst continually enhancing existing reports
  • Design and develop metrics-based internal management and leadership reporting for regular distribution
  • Develop ad-hoc reports as requested to support oversight of the supported Business Program
  • Meet regularly with global teams to communicate process changes, improve standards and procedures.
  • Create and distribute reports and other intelligence essential to Business Programs while also providing context for trends and patterns within those reporting packages
  • Use data to help management and operations identify and escalate business issues and opportunities
  • Work efficiently and collaboratively in a fast-paced and deadline driven environment
  • Rapidly adjust to changing requirements and business environments

Job Requirements/Qualifications

  • Strong understanding in SQL and RDBMS technology. Teradata is the RDBMS in use but candidates with strong Oracle, DB2, MS SQL, MySQL etc. will be considered
  • Excellent SQL and Excel skills (including pivot tables, functions, macros, charts)
  • Excellent reporting and business analysis skills (experience with data/statistical analysis tools such as SAS, R, Python a plus)
  • Preferred data visualization experience using an Enterprise Reporting tool like Tableau, SSRS, Business Objects, Cognos, MicroStrategy
  • 5+ years of experience with database query tools, including Teradata, SQL Server, Oracle and MySQL ; along with basic understanding of data warehouse architecture are required
  • 6+ years professional work experience in analytics and reporting
  • BS/BA degree in related field required (specialized degree in Mathematics, Computer Science, Economics and/or Engineering a plus)
  • Strong communication skills and experience distilling and presenting complex quantitative analysis
  • Experience with extracting data from multiple disparate sources
  • Strong interpersonal skills including ability to present insights and recommendations persuasively. Skill and confidence in dealing with people at all levels of the organization are essential
  • Creative problem solver, analytic thinker, and ability to learn new and complex concepts quickly
  • Willing to learn new tools and business processes
  • Excellent English, both written and oral, as the role involves working as part of a global team
  • Requires an excellent understanding of standard business practices related to Compliance processes and systems (GFC & CIP Roles)
  • Skilled in translating technical processes for a business audience
