We are currently seeking a Program Manager to drive significant programs within the OCIO Employee Technologies organization. Programs can span multiple teams, projects, geographic locations, time zones, deliverables, and involve complex technologies. The Program Manager in this role will help plan, execute, track and manage software development activities that enable Paypal ‘s Employee Tech resources to provide world-class customer solutions to PayPal’s employees. The right candidate will have excellent experience in Portfolio management, change management and organizational dynamics and preferably someone who has had managed projects in the Visual Collaboration Technologies space

  • Manage a diverse Portfolio of projects supporting the IT Video and Web Collaboration technology space
  • Coordinate planning and delivery efforts across various technology, vendor and Infrastructure teams 
  • Organize and lead release planning activities resulting in the creation of a release/program roadmaps.  
  • Lead other technical engineers to ensure work is properly allocated, planned, and executed across the Portfolio
  • Manage major collective activities, issues, and risks across teams in support of the program or portfolio. 
  • Ensure measurable KPIs are developed for projects, and that they align to the overall KPIs for the product space.
  • Manage stakeholder communication regarding Release Plans and Release deliveries.  Ensure regular, active communication with adjacent programs and external stakeholders, including international regions. 
  • Identify program impediments and address including proper escalation to individuals/groups as needed
  • Contributes to and demonstrates a solid understanding of program vision and roadmap
  • Maintain awareness of cross product/program synergies and actively communicate opportunities to simplify work across teams. 

Job Requirements

  • Bachelor’s degree in Engineering, Computer Science, or related field
  • 5-10  years of relevant professional experience - Project management experience organizing multiple teams performing infrastructure/software/product development is a “must have”
  • Successful track record of managing complex development projects to deliver technical solutions
  • Proven ability to develop effective, matrixed, cross-organization relationships,  collaborating and communicating across business and technology stakeholders and multiple geographies
  • Strong technical acumen; experience in Web Colloboration tools and/or Video Conferencing a PLUS
  • Good knowledge of project management process, project management software tools, templates and management techniques
  • Good leadership skills; self-motivated and a self-starter with a “Can do” attitude
  • Team player, energetic personality, quality minded, focused, committed, able to work independently in a fast paced, changing environment
  • High degree of professional confidence and credibility with effective presence , strong written and verbal communication skills, able to communicate technical concepts and plans at all levels
  • Strong negotiation skills in all mediums and throughout all levels of the organization.
  • Strong problem solving skills, able to prioritize among many conflicting needs, advocate a course of action, and pursue it consistently
