Program Management (PMO) scrum master

Job Scope
• Nurture self-organizing, high performing teams through servant leadership and mentoring.
• Guide new and existing teams through the ‘Forming, Norming, Storming and Performing’ stages to reach and maintain ‘High Performing’ status
• Encourage, support, and guide continuous improvement of the team, its products and processes.
• Resolve conflict through arbitration, negotiation, reasoned discussion, or escalation.
• Willing and able to identify problems, impediments, dependencies, and other team dysfunctions, and then facilitate quick resolution.
• Facilitates the development process.
• Upholds, defends, coaches and mentors agile values as expressed in the Agile Manifesto.
• Works closely with one, or at most two, development teams.
• Maintain a close working relationship with one or two Product Owners.
• Able to work with and represent a wide variety of stakeholders that need to work with the team.
• Work closely with PayPal agile coaches and the Agile Practice Group.
• Guides Product Owner in developing, maintaining and grooming Product Backlog
• Removes impediments/blockers in order to keep teams highly productive
• Identifies and manages dependencies with other internal or external teams
• Provides metrics and status to senior management and accurately represent status of the Scrum Team(s)
• Facilitates Sprint Planning, Release Planning, Daily Stand-Ups, Stakeholder Demos and Sprint Retrospectives
• Establishes and facilitates Scrum of Scrums as needed
• Member of an agile team for at least 1 year

Technical and Domain Acumen:
• Must be responsible for constraining and guiding the development of an agile team into a self-organized, effective, development unit with a sustainable cadence.

• Thorough understanding of iterative software development to help teams implement the most optimal agile approach suited to the teams needs
• Complete understanding of agile processes such as Scrum, XP, and Kanban to mentor and guide teams, experience should be progressively demonstrable through career path
• Excellent communicator, able to gain the respect of the team, external stakeholders, and management.
• Skilled at creating a fully transparent development process that the teams embrace and all stakeholders gain visibility on how the backlog is being depleted to meet customer goals
• Excellent presentation and facilitation skills, must have facilitated team collaboration sessions such as Release Planning, Retrospectives and cross team dependencies
• Proficient in promoting agile engineering practices such as pair programming, continuous integration, TDD, BDD, and refactoring.
• Understand agile metrics and reporting techniques, help teams adopt appropriate Information Radiators to show progress of all work and burndowns at iteration and Release level of remaining work
• Experienced in developing close working relationships with all levels of management, especially the functional managers of team members.
