The PayPal First Line of Defense Center of Excellence (FLOD COE) team is looking for a Project Management leader who will help us manage our diverse portfolio of Internal Control projects and initiatives. Our project portfolio includes a mix of technology, policy, risk program and process change work – from the very large and complex to the small, quick projects. The ideal candidate will have experience analyzing, tracking and enabling leadership decision-making at the portfolio–level – this includes: tracking status, identifying and flagging risks, influencing the right work mix, setting prioritization practices, ensuring the work aligns with our strategic direction and facilitating resourcing discussions.

As a key member of our team, you will leverage your experience and leadership skills to influence the direction of our portfolio practice, and you will dive in to implement these practices at all levels of our org. We are looking for a masterful collaborator, and a leader who can simplify the complex, identify and drive action, and influence senior leaders to align their work toward strategic objectives.


o    Design and implement a project management strategy which will enable the FLOD COE to effectively manage and track progress of the various program and projects being executing.  This includes methodologies for prioritization across all COE functions while providing insights on resource utilization for increase efficiency. 

o    Work across the FLOD COE Team to ensure high-quality execution of strategic initiatives with significant impact on PayPal’s business and culture, employees and our function.

o    Enable better and faster decision-making at the leadership level through improving and streamlining knowledge-sharing, enabling effective use of data, and rolling out (and continuously improving) governance processes.

o    Partner across the COE leadership team, and with execution teams, to define key metrics and goals for all work in flight; set up feedback loops to inform progress against these initiatives

o    Support the COE team to ensure alignment of work to strategic objectives

o    Manage and improve upon rhythms for providing leadership and the function, at large, visibility into progress and road blocks across the COE’s work in-flight

o    Collaborate across the COE team to align, communicate and staff approved work

o    Consult, support and manage large projects, in partnership with our Business Partners and our Comms team

o    Support internal communications and recognition of “wins” across our portfolio of projects

o    Leverage external network of resources in the global community to bring best-in-class insights, benchmarks and Internal Control practices to enhance our processes

o    Develop and maintain a network within PayPal and externally

Core Competencies and Experience:

o    12+ years of relevant experience, with a minimum of 5 years successfully leading a portfolio for large complex business groups

o    8+ years supervisory experience leading project management teams

o    Relentless customer focus

o    Ability to design processes and implement change across a globally distributed workforce

o    Exceptional critical thinking, and problem-solving skills; strong judgement, able to “see the forest through the trees”

o    Creative, and able to translate a concept and bring it to reality

o    Extensive knowledge on the use of project management methodologies and tools, resource management practices, and change management techniques

o    Excellent attention to detail and the ability to deliver results in a very fast-paced and dynamic environment

o    Excellent interpersonal skills, including the ability to work across the organization and interact/influence/negotiate effectively at all levels of management and peers; unrivaled communication and listening skills

o    Facilitation skills; able to run large meetings, especially comfortable driving to decision and reinforcing accountability

o    Strong written AND verbal communication skills

o    Resilience, poise and grace under pressure

o    Technically savvy; power user and evangelist for all internal control initiatives

o    Demonstrated knowledge of project management methodologies, tools and resources

o    Successful track-record managing large scale initiatives in a large, multi-national company

o    Project Management Certifications (PMP)

o    Product management experience with demonstrated ability to deliver and launch products

o    Proven change management expertise

o    Experience working in a global, matrixed, diverse, team-oriented, and collaborative environment

o    Ability to leverage data to “tell a story” and enable decision-making processes.

o    Experience with Agile, Waterfall, or other development project methodologies
