This position will be responsible for engineering and operationalizing PayPal’s Global Privacy program, including advising various technology functional areas and implementing Privacy-by-Design principles to ensure compliance with various privacy laws and regulations. This position will translate privacy objectives into engineering initiatives and work closely with product engineering to design them.


  • Define vision, roadmap and strategy for development of privacy applications and processes to support various Global Privacy initiatives (e.g. data discovery, data processing registry, privacy impact assessment, data subject rights and reporting etc.). 
  • Provide thought leadership on privacy and data management engineering concepts across the company.
  • Work cross-functionally to foster a culture of Privacy-by-Design throughout the product development process while enhancing customer experience.Ensure products and services are designed with privacy and security in mind.
  • Communicate & coordinate with functional stakeholders to embed privacy and data management controls across the enterprise. 
  • Develop strong partnerships with key stakeholders from information security, product engineering, data management, legal & compliance teams.
  • Identify enterprise-wide privacy and data protection-related risks and suggesting mitigation measures.
  • Understand and advise on complex data flows and privacy issues in technology and across the data lifecycle. 
  • Maintain current knowledge of applicable privacy requirements and accreditation standards and monitor advancements in technologies. 
  • Lead, coach and mentor colleagues and team members to enhance individual and enterprise growth and success.
  • Create and deliver effective training and enhancing awareness around privacy and data protection to foster developers and engineer understanding of data protection.
  • Establish and maintain collaborative relationships with, and providing subject matter expertise to, global cross-functional teams.
  • Demonstrate in-depth knowledge of cutting edge technology issues and their privacy and data protection implications.

The successful candidates should also be able to offer a strategic perspective, sound business judgment, agility to adapt to changing priorities at hand, and be able to effectively work and communicate collaboratively / cross-functionally with multiple teams located in different geographies. Candidate must have a hands-on approach, strong intellectual curiosity and attention to detail and organization, and a passion for achieving practical business impact.

Qualifications/ Education/Experience/Skills:

  • 10+ years of privacy, data management, or information security experience and 5+ years program management & Agile methodology experience leading large-scale technology/data-driven initiatives
  • Experience implementing various privacy regulations (e.g. GDPR, CCPA, GLBA, TCPA, CAN-SPAM etc)
  • Ability to work closely with both engineers and non-tech stakeholders on technology and process design changes.
  • Experience with privacy principles and related technology processes (e.g. data protection, privacy-by-design, risk assessments, anonymization, de-identification, breach management).
  • Superior verbal and written communication skills.
  • Proven track record of driving results and building effective relationships with all levels of management.
  • Strong project management skills, including attention to detail and effective organization.
  • Ability to multitask effortlessly and manage competing priorities under demanding deadlines.
  • Demonstrated ability to learn quickly, manage projects and drive/achieve results, while working with minimal direction.
