As the Director of Infrastructure, you will be responsible for overseeing the design and setting the direction of PayPal’s China infrastructure foundations operating at massive, global scale. As part of the team, you will leverage direct and indirect relationships to influence and engage peers, partners and senior leaders in the company on the China solutions. You will build on your background for architecting secure, low latency, highly efficient, highly available Infrastructure capabilities and will use your passion in these areas to establish yourself as a thought leader. You will be innovative and hands-on as you work on cross functional teams to shape every aspect of PayPal China infrastructure. As the Director of Infrastructure, you will mentor, lead, and influence your team as well as partnering organizations. Working closely with the overall PayPal Infrastructure organization will be critical to the long term success of Global PayPal’s Infrastructure solutions.

Roles & Responsibilities

  • Responsible for leading PayPal China’s Infrastructure and Operations organization, working with Engineering and Product counterparts across the organization.
  • Responsible for developing multi-year infrastructure strategy, design patterns, best practices, and implementing methods that are enterprise adopted and businesses as applicable.
  • Directs the infrastructure teams in developing and implementing strategic PayPal China infrastructure vision and roadmap to meet business objectives, maintain cost- effectiveness , and competitiveness of the enterprise's IT infrastructure and hardware.
  • Working closely with global TPX, engineering leadership and teams to establish practices that allow us to deliver consistent quality on a repeatable reliable release cadence.
  • Defining release criteria, cadence, and processes so that our clients experience consistent levels of quality.
  • Lead in technology research & support activities set forth by management for PayPal China IT systems and security policies
  • Design, implementation, and troubleshooting monitoring, ticketing, and other systems that provide supports to product and engineering teams
  • Evaluate opportunities to automate functions for technology teams as well as other departments

Requirements

  • 12+ years of experience in infrastructure leadership, infrastructure architectural design for financial services, consumer-facing platforms, and engineering teams
  • Demonstrated experience in payments and financial services compliance, regulatory governance, payments ecosystems, payment processing flows
  • Experience in infrastructure project planning, project management including all elements of resource allocation, scope definition, scheduling, and risk assessment/mitigation
  • A core ability and judgment to arbitrate on development decisions to balance risk, cost, time, and quality
  • Ability to manage multiple tasks and competing priorities to deliver projects on schedule
  • Experience with managing mixed technical organization including local, remote, and vendor resources
  • A proven ability to facilitate consensus across cross-functional teams
  • Experience working and collaborating cross-functionality and cross-organizationally on strategic objectives and leading through influence
  • Experience with all aspects of personnel management including development, performance reviews, training, mentoring and disciplinary action
  • Understand (expert level with experience) VLAN networking, managed switches, servers, VPN access, firewall security, IP address conversions, VNC (remote access) and data collection
  • Experience with CI/CD deployment of on-premises and cloud solutions
  • Proven experience delivering complex software projects and solutions effectively through Agile methodologies on a regular release cadence
  • Experience building on-premises data centers is a plus
  • Roughly 50% of travel is required
  • Mandarin-speaking is required
