As a Senior Manager within the Global Compliance Operations team, in PayPal’s Global Compliance and Ethics (“GCE”) organization, your goal is to inspire leaders and analysts and help to effectively design, enable, and execute strategies specific to our regulatory reporting obligations as a financial institution. An area of emphasis will be our SAR, Sanctions, and Due Diligence operations, to ensure that activity within the PayPal system is compliant with Anti-Money Laundering and Counter Financing of Terrorism regulations and guidelines. You will develop a deep understanding of PayPal’s operations, and research, analyze and investigate customer activity across multiple platforms to ensure that it falls within acceptable parameters established by governing bodies including the Financial Crimes Enforcement Network (FinCEN), the Office of Foreign Assets Control (OFAC) and other global regulators relevant to PayPal’s world-wide businesses. Your efforts will be in accordance to PayPal’s Ethics and Compliance Standards, and obligations to the appropriate regulations, such as the Bank Secrecy (BSA) and USA PATRIOT Acts, and the governing authorities. You will be tasked with ensuring that PayPal implements the appropriate monitoring and controls to ensure it complies with obligations to the appropriate regulatory authorities, and taking the necessary actions where necessary to report any suspicious activity to those authorities. As a Senior Manager leading multiple Compliance Operations teams it will be critical for you to stay current with policy changes, seek ways to enhance current processes and controls and related investigative tools, and maintain utmost professionalism in your interaction with our customers and regulators at all times. Compliance Operations personnel are subjected to material which is confidential and times certain investigators may require review of information that some may consider offensive in performing the essential job duties of this position.

Position Summary: Global Investigations (GI) is seeking a highly talented, self-motivated and analytical individual to manage and drive the development and execution of an investigative program made up of managers, investigators, administrative and technical staff.  The Director for GI Strategy, Governance and Execution (SGE) will provide leadership, expertise and oversight of strategic initiatives relative to GI’s investigative processes, current and emerging risks with an emphasis on technology, tools, intake and consistent execution throughout the GI global footprint.  The role requires prior experience supervising investigative initiatives, as well as proficiency developing and spearheading global business transformation and reengineering efforts.  The SGE Director should be a self-starter with the ability to think critically and strategically when overseeing annual goals and initiatives ensuring quarterly deliverables in a highly organized manner.  This role also requires the ability to operate independently and manage multiple competing priorities with difficult deadlines and exhibit a sense of urgency when necessary.

Position Responsibilities:

  • Enhance and maintain investigative policies, standards, and procedures governing the GI organization.
  • Provide expertise in the development of GI strategic initiatives as well as a “team of teams” approach to the management of reputational events impacting PayPal.
  • Lead in managing daily GI technology group’s functions as well as the Intake and Analysis Team, to include providing real time mentoring, coaching and best practice guidance to team members relating to their daily investigative work, to include supervising the analysis of information to ensure the appropriate escalation of suspicious activity.
  • Lead investigative initiatives with identified and measurable milestones and goals, including regular, comprehensive reporting to inform key leaders of efforts relating to each initiative.
  • Act as a key strategic partner to the Head of GI and other Global Financial Crime (GFC) stakeholder partners relative to developing metrics and key performance indicators.
  • Collaborate with regional Directors and Managers to ensure consistent execution and cross border issues are managed in a professional and dependable manner throughout the GI organization.
  • Deliver verbal and written briefings to internal partners and key leaders regarding identified issues and findings relating to each initiative.
  • Coordinate Internal Audit reviews of GI function areas as well as regulatory response tasking.
  • Provide guidance and oversight in raising awareness of broader policy and product issues and driving toward timely resolution.
  • Display leadership by engaging and partnering with internal stakeholders and external partners in thinking and acting critically to identify opportunities for collaboration, raise awareness of identified efficiencies, and develop recommendations to mitigate risk.
  • Other related tasks as required.

Qualifications/ Education/Experience/Skills:

  • Bachelor’s degree required.
  • 10+ years professional experience managing/supervising complex operational teams involving cross border legal and regulatory issues.
  • Prior experience in developing metrics programs for investigative and risk based portfolios.
  • Proven ability to analyze large amounts of data in order to report critical information.
  • Ability to understand opposing points of view on highly complex issues.
  • Advanced data query and analysis skills.
