The position is for a seasoned technical leader to lead the technical design, scoping, and execution of the complex, multi-year program to implement a Core Banking Platform. He/She works closely with the Program Management Office team, Enterprise Architect team, Business partners and product/adjacency leads to drive the technology planning and development of the program, leading the execution of the project to a successful conclusion from a technology perspective. This Core Banking implementation project will be comprised of multiple, high-profile projects that require a disciplined focus on process, and this leader will ensure the delivery of the key technology components of the project, on time and on budget. The Payments and Data Transformation team is a new in the Common Platforms organization. The Payments & Data Transformation program is a multi-year journey to create best-in-class middle office capabilities on highly scalable common platforms supporting all financial products across PayPal and its tenants. The outcomes of the transformation program is broadly defined by three themes: 1) improve customer experience, 2) manage risk & controls, and 3) align on common platforms.

The Position is for a Senior Technical Delivery Lead to lead the technical design, scoping, and execution of a complex, multi-year program to implement a Core Banking Platform

He/she works closely with PayPal Inc. technical and business partners, and vendors to successfully drive the end-to-end execution of the project throughout its lifecycle. 

Responsibilities:

  • Responsible for leading the technical design, scoping, and execution of the project
  • Analyze, communicate and navigate the potential operational and technological risks involved in the implementation of a core banking platform by developing a strategy that aligns new development and project delivery milestones with concurrent business-critical operations of the existing platforms.
  • Act as a change agent by collaborating with senior technology peers who oversee the end-to-end technology stack to influence strategic direction, drive the project agenda and stay ahead of potential roadblocks and impediments.
  • Identify, stand-up and efficiently manage an array of vendor partnerships to support the delivery of the program, in a way that maximizes synergies and collaboration between third parties, and with PayPal Inc.’s internal resources.
  • Design and develop application frameworks. Champion for reference architecture, ensuring adherence, proposing enhancements, and achieve buy in through representation of its capabilities to functional teams.
  • In a carefully staged and risk-managed way, deliver capabilities to shift workloads from legacy platforms to new platforms, accommodating different service levels and costs.
  • Operate in lockstep with enterprise architecture, data, and security to ensure adherence to PayPal Inc.’s overall technology strategy and governance model, as well as to PayPal Inc.’s control functions and its regulatory community.
  • Serve as of the primary point of escalation for all technology-related matters within the core banking implementation program.
  • Maintain overall responsibility for level of budget, resources and capital expenditure of the technology program in conjunction with Program Management Office and Business Oversight Leads.

Skills/Experience:

  • Ten years of experience in the financial services industry.
  • Experience managing complex core banking transformation programs, successfully executed to completion. Preferably in the US.
  • Experience implementing core deposits platforms. Preferably leveraging vendor solutions.
  • Bachelor’s degree in computer science or engineering or the equivalent combination of education, training, or work experience. Post-graduate education desired.
  • Requires the following experience or equivalent combination of education and experience as a minimum to enter any level of IT Architect job:
  • Must have led technology direction for multiple projects and led or presented architecture concepts outside realm of immediate workgroup
  • Knowledge and experience as an architect or engineering lead integrating modern COTS core banking platforms for deposits management and/or payments.
  • Knowledge of financial services industry business architecture including business capability and process mapping.
  • In-depth knowledge of end-to-end systems development life cycles including waterfall, iterative and other modern approaches to software development.
  • Proficiency in solutions design and requirements definition disciplines leveraging model driven design-based tools and techniques including conceptual solution component models, business process models, use cases, etc.
  • Outstanding verbal and written communication skills to technical and non-technical audiences of various levels in the organization, e.g., executive, management, individual contributors.
  • Excellent analytical, decision-making, problem-solving, team and time management skills
  • Ability to persuade and influence others on the best approach to take
  • Ability to estimate work effort for project sub-plans or small projects and ensure the project is successfully completed
  • Positive outlook, strong work ethic and responsive to internal and external customers and contacts
  • Willingly and successfully fulfills the role of teacher, mentor and coach
  • May require a thorough understanding of design patterns and their application
  • May require a thorough understanding of Model-View-Controller design patterns for web applications
  • May require a fluency in developing and understanding sequence diagrams, class models, etc.
  • May require in-depth knowledge of networking, computing platform, storage, database, security, middleware, network and systems management, and related infrastructure technologies and practices
  • Uses best practices and knowledge of technologies and processes that are appropriate for the architecture discipline the incumbent is assigned to improve products and/or services.
  • Works independently and receives minimal guidance and serves as a resource for less experienced peers
