The Head of Information Technology oversees the delivery of a full spectrum of information technology services to PayPal's financial service entities throughout the Asia-Pacific (APAC) region while also providing technical guidance and support to PayPal's International Headquarters and businesses around the world. Based in Singapore and part of a cross functional team, you will participate in the design, architecture, and execution of strategic technology initiatives in the region. As a thought leader, you will represent PayPal’s global technology leadership in supporting innovation and research, public and private cloud infrastructure, technology operations, and other services provided by the technology organization in the region. In partnership with risk management colleagues, you will also play a key role in compliance, regulatory reporting and regional governance processes.

The leader of this team will provide the leadership, vision, and direction for all aspects of information technology that support PayPal's business objectives and requirements in APAC.  You will be expected to establish yourself as a key member of PayPal APAC’s leadership team while also functioning as an effective member of the Technology organization at a global level. You will work with senior leadership across the region from different parts of the business including risk, compliance, legal, outsourcing, human resources, facilities, and others.

Basic Qualifications

  • Bachelor of Science (4 year program) in computer Science, Electrical Engineering, or equivalent,
  • A minimum of 15+ years of technology leadership experience, with specific focus on IT Management (or related concepts, such as regulatory compliance, IT risk management), in companies with a significant online business, multiple business units, and multiple products,
  • Proficiency in written and spoken English, Mandarin language skills will be considered as an asset,
  • Technical experience including service oriented architecture, telecommunication, network and operating systems, application and project management, IT infrastructure planning and development,
  • Experience with regulatory requirements in the area of information technology in Singapore, Hong Kong, Australia and/or other APAC countries,
  • Experience in IT disaster recovery planning (DRP) and in business continuity planning (BCP),
  • Knowledge of business design and engineering (people, processes and systems) in companies with a significant online business, multiple business units and multiple products,
  • Ability to work with geographically distributed teams,
  • Ability to effectively prioritize and execute tasks in high-pressure environments,
  • Ability to present ideas in business-friendly and user-friendly language and proven resource management skills,
  • Strong influencing, negotiation and relationship building skills, ability to interface internally and externally to ensure successful, high-quality outcomes,
  • Strong analytical skills, excellent problem solving skills, ability to think strategically and act tactically,
  • The ideal candidate will have achieved one or more of the following certifications:

PMP – Project Management Professional

ITIL – Certified in IT Infrastructure Library

Six-Sigma – Green Belt

CRISC – Certified in Risk and Information Systems Control

CISA – Certified Information Systems Auditor
