We are seeking a risk management and internal controls expert to lead the HR function’s Global Risk Management and Compliance team. In this role, you will develop and execute strategies to align the People organization with Global Governance Risk & Compliance (GGRC) enterprise requirements, strengthen the HR control environment to effectively manage business risk, adhere to required global regulatory requirements and encourage practices that protect our employees and contingent workers. We are seeking someone who is self-motivated and has the proven experience influencing, communicating and interacting effectively across all levels of the company. You should also have proven ability to build relationships/partnerships and work cross-functionally to drive key decisions and time sensitive deliverable.


  • Serve as the People Team’s Internal Controls Partner enabling PayPal’s First Line of Defense (FLOD) team.
  • Lead a small global team that supports the organization with identification, assessment, tracking and reporting of issues, and remediation of issues and analysis of control effectiveness.  
  • Develop and implement strategies and programs to achieve compliance with PayPal’s GGRC policies and standards.  This includes, but is not limited to, issue and incident management, policy management and business continuity planning.
  • Partner collaboratively across the People Team and cross-functionally to consult and enable HR programs and operations to develop the appropriate controls to mitigate risk to acceptable levels and adhere to appropriate policies, regulation and align with PayPal strategy, policies and objectives.
  • Drive the development and continuous improvement of a positive risk culture across the People Team through targeted risk management training & awareness activities.
  • Collaborate with issue owners, partners from the FLOD Center of Excellence and Second & Third Lines of Defense partners, Legal, functional subject matter experts and other Internal Control Partners to ensure timely and effective issue remediation.
  • Drive People Team Risk Management & Compliance reporting, analysis and insights related to key trends, risks, issues and overall program health.
  • Advise on global internal audits, regulatory exam requests and other assessments requiring People Team involvement.
  • Support People organization by facilitating and/or advising on:
    • Current and future state business process risk and controls assessments
    • Root cause analysis
    • Policy, procedure and controls design, documentation and review
    • Testing and monitoring recommendations

Core Competencies:

  • Experience designing strategies and supporting materials to raise awareness of foundational elements/methodologies needed to enable our HR risk management and compliance governance and objectives across entities/geographies.  This includes educational materials, policy and procedures, and presentations to implement changes across a globally distributed workforce
  • Excellent interpersonal skills, including the ability to build relationships and work across the organization and interact/influence/negotiate effectively at all levels of management and peers; unrivaled communication and listening skills
  • Exceptional critical thinking and problem-solving skills leveraging quantitative and qualitative data; strong judgement, able to “see the forest through the trees”
  • Facilitation skills to plan and run large meetings, especially comfortable driving to decision and reinforcing accountability
  • Proven project management and process optimization skills and experience.  Proficiency engaging with both internal and external stakeholders to create and execute plans
  • Strong written and oral communication skills
  • Ability to deliver results in a very fast-paced, dynamic and matrixed environment
  • Experience directly leading global teams and a passion for developing others

  • 10+ years of progressive experience within the internal controls, audit or risk management relevant professional experience
  • Relevant financial services/FinTech industry experience
  • Global regulatory experience supporting domestic and international business
  • Experience directly leading global teams and a passion for developing others
  • Demonstrated understanding of the end to end employee lifecycle process, an understanding of compliance required within the lifecycles and controls used to mitigate risk within the process
  • Experience working within a highly regulated environment
  • Ability to fluently articulate comprehensive risk management framework and each of the key elements of a risk program; translating strategies into clear objectives and action items
  • HR experience preferred


  • Bachelor’s degree or equivalent experience required
  • Professional certifications such as CRCM or CRISC are a plus
