The PayPal HR team is seeking an experienced, highly engaged and dynamic leader to build, evolve and scale our HR Program Management team. The PMO will support a portfolio which includes a mix of technology, policy, employee program and process optimization work, ranging in size, scope and complexity. The ideal candidate will be passionate about delivering best-in-class HR services to the enterprise and hyper-focused on flawless ‘go-to-market’ execution. Success in this position will require the development of an extensive internal network, both within and beyond the HR function and an ability to work well with and through others to effectively execute. The successful candidate will navigate easily between both strategic and hands-on items on the to-do list, serving not only as a thought partner to the HR leadership but also as the driver of critical business initiatives.

Responsibilities will include:

  • Build, evolve & scale the HR PMO team and practices to successfully support critical initiatives across the organization
  • Develop the infrastructure to effectively manage and govern the organization’s portfolio, including – but not limited to – management of budget and resources, pipeline intake and prioritization, business case development and strategic alignment, outcome-focused project/program tracking and development of status reports and dashboards
  • Serves a critical role as the connective tissue between individual workstreams within the portfolio, various parts of the HR organization and key partners (e.g. IT, Employee Comms) to maximize potential impact of initiatives/deliverables.
  • Monitor the execution of strategic priorities to ensure we are achieving business objectives, KPIs and deliverables, stepping in as needed to re-align and drive improvements.
  • Manages the HR Department’s technology portfolio and 3-year roadmap in conjunction/collaboration with the functional owners within HR.  Act as lead liaison and escalation point for work with corporate IT team dedicated to HR.

Job Requirements:

  • Successful track record and demonstrated expertise managing a diverse portfolio of programs and projects in complex and global organizations
  • Extensive knowledge of, and experience with, implementing project management methodologies and tools, resource management practices and change management techniques
  • Strong problem-solving, planning, and execution skills, coupled with an ownership mentality to ensure tasks are seen through to completion.
  • Experience developing strategic or departmental planning materials that require consensus gathering from multiple constituents, coupled with the ability to translate the strategy into effective execution and tangible outcomes
  • Highly skilled at simplifying and operationalizing processes and systems to drive efficient delivery of services at scale. Eager to learn new things and apply knowledge to innovate, improve/simplify processes.
  • Exceptional attention to detail and discipline to organize and prioritize
  • Strong working knowledge of, and hands-on practical experience with, technology tools and applications typically used in HR department settings
  • Thrives in a global, fast-paced, and dynamic work environment.  Ability to manage high job complexity and constant multi-tasking.  Well organized, able to prioritize well, work efficiently.  Shows flexibility as workloads fluctuate.
  • Demonstrated ability to influence and work effectively with global teams at all levels (including senior leadership) within a highly matrixed organization.
  • A genuine interest and ability to connect with, build and maintain relationships with people at all levels and across organizational and geographic boundaries.
  • A proven leader in building high-performing teams and mentoring/developing talent.

Basic Qualifications

  • Bachelor’s degree (B.A. or B.S.) with a focus in Business or Technology preferred
  • 15+ years prior relevant experience.  Experience leading a portfolio for large, complex business groups (HR experience preferred).
  • Good understanding of HR functional areas and technologies
  • Experience working with large, geographically dispersed team
  • Strong technical skills; proficient in all Microsoft Office applications including Microsoft Project, as well as other project management tools (e.g. Smartsheets, Jira, Rally, etc.)
  • Working knowledge of corporate finance/budgeting practices
