This position directly reports to the Head of Government Relations for Asia Pacific (based in Singapore). In order to ensure the local business team is properly supported, the person will work closely with business leaders and cross-functional teams (risk & compliance, legal, finance, etc.) to provide strategic government relations (GR) engagements, advocacy and counsel to further PayPal’s business priorities in Japan. This person will collaborate with regulatory agencies, government institutions, industry associations, academia/think tanks, and business partners to shape policy development, enhance PayPal’s reputation and thought leadership, and to support the growth of PayPal’s business. This role also provides project and research support to regional management and country teams as needed, and is responsible for information management, lobbying/advocacy support, and engagement with relevant policy makers. As a change agent, the person will combine contagious enthusiasm, rigorous thinking, and articulate communication.

Core Responsibilities:

  • Overall responsibility for shaping the policy and regulatory environment, and outreach to government and regulatory bodies in close coordination with the Regulatory Engagement team.
  • Monitor and track legislations and regulatory initiatives impacting PayPal and develop short- and long-term GR strategies to address legal and regulatory risks, challenges, and opportunities.
  • Draft and contribute to briefing documents, public policy and thought leadership papers and other relevant content for distribution and publication (responses to public consultations, legislations, etc.).
  • Develop and maintain cooperative relationship with key central government regulators for payments and financial services, including Japanese Financial Services Agency, Ministry of Finance, Ministry of Economy, Trade and Industry, Japan Fair Trade Commission and Bank of Japan as well as members of the Cabinet and elected officials.
  • Develop and manage contacts with key influencers such government officials, academics and think tanks and industry experts.
  • Develop a strong internal network within PayPal and maintain a robust understanding of the business; actively contribute to the APAC GR team, regional GEM teams and relevant business units.
  • Proactively anticipate, identify, and manage risks which could affect PayPal’s image, reputation, and market position in Japan.
  • Collaborate with senior management to further understand and navigate the various federal and local governments, develop relevant communications and strategies to policy and regulatory groups and help grow the business in Japan.
  • Present Japan’s regulatory landscape and policy developments in key offshore markets to PayPal’s GEM, global government relations teams, sales and other functional areas; and proactively monitoring any initiatives which could impact PayPal’s Japan business.
  • Work across regional and global teams of world-class professionals on priority projects and in developing thought leadership for the fintech and digital payments industry.
  • Support crisis management matters with management and as appropriate with government officials, lawmakers, and industry association groups.
  • Represent PayPal in industry associations such as the Japan Payment Service Association, Fintech Association of Japan, American Chambers of Commerce in Japan, and the Asia Internet Coalition of Japan.

Job Requirements:

  • Deep knowledge and experience in government relations and external relations in Japan.
  • Strong ability to work with and build relationships with industry associations, academia, merchant, and other key stakeholders in Japan.
  • Excellent appreciation of the cultural, historical, and political nuances and issues in Japan.
  • Understanding how to develop strong relationships both within and outside the business to gain support, leverage relevant resources and assets is extremely important for success.
  • Ability to multitask and work in a fast-paced and pressurized environment with very little day-to-day supervision and thus be very self-motivated and resourceful.
  • Possess sound judgment, flexibility, resourcefulness, confidence, humility, and a sense of humour.
  • Experienced in managing budgets and working with external consultants/agencies.
  • Experienced in working/operating in a matrix environment.
  • Occasional domestic and international travels.
  • An uncompromising level of ethical commitment and integrity.


  • Bachelor’s degree required; master’s or equivalent preferred.
  • Minimum of 10 years of experience in government relations, public administration or related area of payments, financial services, fintech, e-commerce or digital platforms.
  • Solid understanding of government system and political processes.
  • Good knowledge of government regulations, policies, as well as the evolving industry and market environment relating to the company’s core businesses.
  • Excellent oral and written communication, influencing and negotiation skills with the ability to articulate and communicate at all levels of the organization.
  • Proven ability to develop collaborative relationships with business partners, senior management, and internal stakeholders, fostering partnerships quickly across multiple functions.
  • Business-level fluency (oral & written) in Japanese and English
