PayPal, Inc. is seeking a global Framework Operations Director for its Risk, Regulatory, and Protective Services’ (RRPS) Global Regulatory Relations (GRR) Team. This Director reports to the VP, GRR team and will provide seasoned leadership and judgment in enabling the infrastructure, systems, capabilities, reporting, tools and training that deliver on PayPal’s promise to execute a holistic and proactive global regulatory relationship management framework. This leader would also be responsible for leading the operations of the RRPS and Internal Audit partnership that ensures timely coordination, delivery and review of audit materials to promote efficient and successful internal audits. Finally, this role will be instrumental in enabling the infrastructure and capabilities of the Inbound Due Diligence and Global Survey Program frameworks also managed within the GRR team.

Responsibilities

  • Partner with senior leaders across the GRR Team to coordinate and track the Regulatory Engagement, Global Survey, Internal Audit Partnership and Inbound Due Diligence programs’ (“GRR Programs”) implementation activities (e.g.  framework document development/refresh, training), aiding in key decision-making and performance of the programs’ activities across the organization
  • Drive training initiatives to increase GRR Programs’ awareness, roles and responsibilities, and engagement across global stakeholder groups
  • Develop and ensure program analytics and performance indicators that provide insight and guidance on program efficacy and inform required strategic decision-making for process improvements
  • Identify and drive global operational process improvements for GRR Programs to ensure efficiency and global stakeholder adoption
  • Drive, coordinate, and facilitate the logistical operations of the Regulatory Engagement Group (a senior leadership forum) to enable leadership by the VP, GRR Team and empower global senior leadership strategic-decision making
  • Lead, support and influence Framework Operations direct reports to ensure high performance, strong alignment, best-practice sharing, and consistent and effective communication in implementing global operations activities, including identification and provision of additional tools and systems, as appropriate
  • Identify and mitigate key GRR Programs’ execution risks, escalating and communicating programs’ road blocks and operational challenges to VP, GRR Team for visibility and decision-making
  • Partner with GRR Team leadership to develop and support execution of relevant communications and training plans for GRR programs
  • Lead the production and delivery of periodic regional, consolidated and executive MIS and reporting that informs management committee and board reporting on GRR Programs across PayPal legal entities
  • Cultivate strong relationships with senior leaders across the organization and partner with GRR Team leadership to help solve program execution challenges and identify improvement opportunities
  • Liaise with Internal Audit leadership to lead and coordinate key operations of the Internal Audit Partnership program with RRPS
  • Serve as point of contact and coordinator for PULSE Regulatory Engagement Module, Interactions Module, Exam Calendar and other regulatory-related systems and tools, identifying and coordinating prospective requirements enhancements and improvements for delivery to relevant technology teams
  • Coordinate and facilitate agendas for key communications and forums within the GRR Team including, senior leadership team meetings, all-hands and specialized meetings and gatherings
  • Provide guidance to the global GRR senior leadership team to ensure operational consistency and best practices in program execution, stakeholder satisfaction and adoption
  • Develop and perform additional tasks as needed to support Framework Operations’ objectives to enable holistic operational support for the GRR Programs

Job Requirements

  • Bachelor’s degree required with 15 years or equivalent experience
  • 10+ years compliance experience in the financial services industry, with financial services reporting experience and/or regulatory examination management experience preferred
