This position reports to the Sr. Director, Global Governance Risk & Compliance (GGRC), Global Head of Sanctions Compliance. The successful candidate will be responsible for leading a team working to develop and implement Enterprise Sanctions policies and global Sanctions investigative standards. This role requires close collaboration with international Risk and Compliance Officers and Money Laundering Reporting to Officers to navigate the international regulatory space. The successful candidate will also have deep subject matter expertise in Sanctions regulations, investigative practices, and is able to work across both the policy and execution arms to ensure end-to-end success of the Global Sanctions program. The role also requires close collaboration across all customer stakeholder groups including Sales, Account Management and Product Development throughout the PayPal business units.

Responsibilities include:

  • Oversee a team driving global compliance with sanctions regimes across multiple jurisdictions
    • Collaborate with regional teams and operational execution teams to ensure policy requirements are effectively adopted globally  
    • Work with Training & Procedures teams to ensure the global organization is properly prepared to implement policy changes in day-to-day practices 
  • Stay apprised of sanctions regulatory changes globally to assist in determining PayPal’s overall sanctions program, including screening, lists and investigations
    • Partner with Investigative and Screening teams to stay current on trends and typologies, developing a consistent feedback loop between the policy and investigative functions 
    • Ensure that sanctions policies are continually refreshed in response to evolving risk landscape and regulatory changes   
  • Regularly review sanctions-related reporting (metrics and regulatory disclosures) to identify key trends, areas of opportunity and to generally stay abreast of critical program metrics and insights 
  • Lead Global Sanctions and Investigative forums to share best practices, case studies and trends globally 
  • Provide clear and succinct communication both verbally and in writing to all levels of management and staff
  • Review and approve Sanctions-related documentation, including audit and exam responses, presentations and policy documentation 
  • Develop relationships and work collaboratively with cross functional groups and leaders within and outside of PayPal to drive results.
  • Champion the goals and objectives of GGRC across the organization.


•      Senior GFCC experience, including 5+ years of people leadership, within a large, complex financial services institution and is adept at navigating a complex and continuously changing global regulatory ecosystem.

•      The successful candidate will hold a minimum 10 years of Sanctions or similar experience. A college degree and relevant experience in a senior position at a large financial institution or government entity is preferred.

•      Excellent people leadership skills with the ability to manage both execution against critical tasks as well as foster growth and career development for a talented team

•      Technologically conversant with a knowledge of Analytics application with a global Financial Crimes Compliance function

•      Must possess exceptional interpersonal and influencing skills, with the ability to partner effectively at multiple levels and across disciplines.

•      Exceptional at organizing and prioritizing tasks with the demonstrated ability to manage the day-to-day operations of large, complex GFCC programs in a changing regulatory environment.

•      Proven ability to operate in ambiguous environments and exhibit agility in navigating from current state to proposed solutions.
