The APAC Regional Security Operations Director oversees all aspects of safety and security operations and is responsible for the development, implementation and review of Safety & Security programs and personnel in the assigned geographic region. The position is responsible for global consistency with peer Regional Directors in developing and defining the Mission, Purpose & Measurable Success Criteria as well as leading in the development of strategic PayPal Inc. Safety & Security goals, objectives and leading by example via the company shared commitments and behaviors. This position reports directly to the Director Global Security Operations.


1               Determine and provide an initial response to the safety and security needs of PayPal Inc. operations in the assigned geographic region, relative to personnel, contractors, vendors, visitors, business processes and physical assets.  

2               Provide leadership and support to the Site Safety & Security Managers, including performance management, training, day-to-day operations, site-specific needs, coaching, development and work-life-balance.        

3               Ensure the consistent application of PayPal’s worldwide safety and security processes so that PayPal’s Global Safety & Security Program may be streamlined and uniformly administered for staffed and non-staffed remote sites and third-party vendors.   

4               Work closely with the Director Global Security Operations and in partnership with relevant Safety & Security functional groups such as Executive Protection; Global Security Operations Center staff & Intel; Threat Management; Governance; Security Technology; Environmental Health & Safety (EHS) to implement specifications detailed in PayPal’s Safety & Security Global Policy; Enterprise Physical Security Policy;  and EHS Global Policy for all new locations and renovated space; to provide logistical support for large-scale operations, local investigations, workplace violence prevention, EHS matters and to ensure emergency response plans are in place and periodically tested in the region to ensure compliance with local safety regulations and corporate policy.              

5               Develop relationships with internal organizations that include Workplace Resources, Human Resources, Legal and IT, Information Security, as well as external organizations such as outside counsel, law enforcement agencies, Fire Department/Brigade/EMS services and private consultants across countries, providing consultation and guidance consistent with PayPal’s Safety & Security processes. Additionally, identify, contract and develop Safety & Security staffing providers for the region, foster network with industry partners and benchmark best practices to adopt new and innovative ideas.

6         Develop work-relationships with regional peers and leaders across the region to support crisis management and business continuity activities as needed to safeguard company personnel and assets.

7               Prioritize identified risks and provide management with recommendations and solutions associated to mitigating these risks in the areas of employee safety and security, site physical security, access control systems and crisis and incident management.        

8               Represent the organization in maintaining compliance with all departmental and organizational policies and procedures, as well as meets or exceeds audits/regulations compliance with Federal, State, Financial Industry and local regulations, including processing of safety and security related issues to/from local, state and federal public safety agencies.  

9               Manage assigned budget throughout region and ensure operational excellence in resource management, identifying deficiencies and reducing costs without introducing new risks, identifying and developing improved methods of providing Safety & Security services to ensure sustenance of the general safety and security awareness program and providing excellent service delivery to our customers every day.

10            Develop and maintain reports to include statistical and written analyses of threats and incidents for management review to aid in decision making regarding policy, procedure, strategy etc. impacting the business (internally and on the platform) in a positive way.

Qualifications and Skills

Bachelor’s degree in the area of study relevant to this position and 10+ years progressive experience in armed forces security, military police, or with a major law enforcement, public or private sector organizations. Vast and comprehensive regional contacts in the security, law enforcement and intelligence communities Located in Singapore Experience with regional Environmental Health and Safety issues – to include knowledge of regional/local rules and regulations Experience conducting investigations to include collecting facts, conducting interviews, case management, report writing and briefing senior leaders on findings Project management experience Knowledgeable with security technology – to include access control, CCTV, Crime Prevention Through Environmental Design, innovative and emmerging technologies
