PayPal Europe is seeking an intelligent, dynamic, innovative and driven Director of EMEA Risk and Compliance to join our dynamic Risk and Compliance team in Luxembourg. This role reports to the Senior Director of EMEA Risk and Compliance, and is critical to support the growth of PayPal business across the EEA and broader EMEA region, develop PayPal’s Risk and Compliance strategies and relevant policies, and ensure their rigorous implementation across all functions within the company while assuring sustained regulatory compliance.

The Director of Risk and Compliance will provide visible and engaging leadership across the Risk and Compliance team. The role will assume responsibility for the effective and efficient delivery of agreed elements of the Risk and Compliance program. This role will include a broad set of cross-functional responsibilities to ensure that all personnel are properly trained, processes are scalable, and metrics are accurately reported. He/ She will be responsible for the monitoring of regulatory changes.
He/ She needs to have in-depth strategic thinking and the ability to work in a fast-paced environment across many functional groups, understand the customer experience and make business-oriented recommendations to ensure Compliance with key requirements.

Core Duties and Key Strategic Objectives

•    Responsible for leadership of a team of Risk & Compliance officers providing second line oversight & advisory support to varied business and product teams.
•    Accountable for embedding operational, conduct, regulatory and customer risk frameworks.
•    Provide leadership and oversight for critical program deliverables including; risk assessments, annual and periodic plans, policy development and all governance material preparation.
•    Accountable for governance reporting across a range of developing KPIs, including Operational Control & Risk Committee, Audit Risk & Compliance Committee, along with other international and global Risk & Compliance meetings.
•    Design, implement & lead process/product reviews to identify and mitigate first line risks, both operational & regulatory, in line with PPEU policy and appetite and regulatory requirements.
•    Continuously maintain specific payment services risk and compliance knowledge to proactively advise PPEU on future and emerging regulatory risk & requirements across the evolving product offering.
•    Collaborate with internal Compliance teams (such as AML Compliance, Compliance Operations, Risk & Controls) to identify clear steps necessary to mitigate those regulatory risks and provide those recommendations in the form of clear business requirements
•    Working closely across the Risk & Compliance team and across functions, geography’s and lines of defense regarding strategic development, alignment of processes and continuous improvement of policy and relevant control frameworks

This Role Will Also

This role is essential to the overall execution of our Compliance Program and is a critical participant in executing the Risk & Compliance Roadmap.  
•    Partner with Legal and work to implement Program changes to comply with the changing regulatory environment
•    Partner on the compliance new product intake and change management intake processes and control requirements
•    Design and implement oversight frameworks for future branch expansion programs
•    Deputize for the Senior Director Risk and Compliance as needed
•    Expected to provide very visible engagement with varied Sales & Marketing stakeholders. Including being comfortable with constructive risk challenge discussions.
•    Provide practical and extensive knowledge of Payment Service Providers in EEA, including in-depth knowledge of regulatory compliance spanning the Enterprise Risk Framework
•    Be comfortable taking a considered position on risk issues, sometimes based of limited or ambiguous information. While remaining open to new information or approaches and adapting decisions accordingly.
•    Be accountable for building effective and diverse teams, attracting and retaining skilled talented individuals as well as taking an active role in developing and mentoring at all levels.

Basic Qualifications
•    Provide structured and flexible solutions. Tough yet balanced decision maker with sound judgement, calm under pressure, and the ability to prioritize and delegate.
•    Personal confidence and humility. Gravitas and outstanding communication and interpersonal skills, applicable at all levels of PayPal. Adept at building internal as well as external network.
•    High personal resilience a self-starter with energy and drive for results. A high degree of self-motivation is a given.
•    Degree level education.
•    10+ years in financial industry with proven experience in compliance Manager function. With clear preference for experience within Payment Systems, Merchant Acquiring and alternative payment methods.
•    Excellent English communication skills and writing skills
•    Experience in partnering with and counseling senior business clients, particularly in the context of a rapidly changing and growth-oriented environment
•    Strong problem solving, operational process and analytical skills
•    Experience with regulators and the regulatory exam process in a financial institution
•    High energy and creativity, an entrepreneurial spirit and the desire to work in a fast growth and changing environment
•    Ability to work within a matrix environment and cross functionally with operations and technology functions
•    Experience in working in close partnership with technology and engineers on product development
•    Strong project management skills and ideally change management experience.
