The role, Director, First Line of Defense (FLOD) US Consumer Credit (USCC), is responsible for the day-to-day strategy, management and remediation actions for the USCC organization. Specific responsibilities include the management of teams working with internal controls, issue remediation and reporting, documentation, and processes for the various USCC operational functions, the management of vendor and bank partner internal controls, and strategic planning activities for USCC. The position will work closely with all the following organizations within PayPal: FLOD COE, Global Customer Operations, Global Governance, Risk, and Compliance, Enterprise Data Services, and Internal Audit.

The Director of US Consumer Credit (USCC) First Line of Defense (FLOD) will be responsible for the day-to-day management, control, and remediation of Issue and Incident governance for US Consumer Credit.  The USCC FLOD Leader will work in collaboration with the business, and FLOD COE Partners, and SLOD RCOs to develop and maintain a strong risk management within First Line of Defense. This position works within the business unit and helps identify/report material control deficiencies and assesses the effect on organizational objectives. This leader will manage teams that will ensure risk owners have appropriate mitigation strategies that holistically address root causality, and collaborate with the business partners to achieve a competitive advantage through support of business unit initiatives. The Leader will collaborate with the FLOD COE Partners and SLOD RCOs to manage risks within USCC and may assist with remediation efforts in other regions based upon guidance from management. He/she will facilitate the risk governance processes to ensure risks are well known and intentional decisions are made on how much risk will be taken. The Leader will work with the FLOD Partner and SLOD RCO to instill governance into PayPal’s operating rhythms (budgeting, SPP, ops review, etc.).



Detailed responsibilities:

  • Build and direct the USCC FLOD team to cover the growing complexities of PayPal’s Consumer Credit functions and partner relationships.
  • Lead the internal control responsibility for the USCC organization, in concert with the First Line of Defense (FLOD) COE Partners, GGRC, and other FLOD teams.
  • Responsible for project leadership across USCC for key regulatory / Audit initiatives and exams
  • Create a culture of strong control discipline across the USCC operational units, focused on self-identification of control gaps, leveraging of FLOD testing results, as well as 2nd & 3rd line risk assessments and exam results
  • Identify, develop and deliver strategic initiatives cutting across the different USCC teams, inclusive of areas such as training, budgets, One Team developmental initiatives, communications and the like
  • Leads strategic planning process for USCC FLOD in close collaboration with the leadership team.
  • Build and maintain credibility throughout the organization as a strategic advisor.
  • Drive establishment and refinement of metrics that give visibility into opportunities, insight into root cause and accountability for improvement around identified risks, identify testing and monitoring recommendations for operational controls
  • Create and manage effective, scalable processes to manage USCC FLOD operating rhythms such as operating reviews, metrics/analytics, staff meetings, global visits, and operating excellence processes.
  • Collaborate with other Partners to prepare for Executive reviews and presentations, All Hands, and other stakeholder presentations. Able to successfully present USCC FLOC plans and strategies to our internal and external stakeholders.

Qualifications/ Education/Experience/Skills:

  • MS/MBA degree or equivalent
  • 12+ years related experience or 14+ years related experience without MS/MBA degree
  • 8+ years experience managing teams and/or large, complex business assignments
  • Demonstrates strong and effective leadership skills and ability to operate comfortably within a complex cultural, global environment.
  • Experience managing internal controls as well as compliance, audit & regulatory issues
  • Able to lead through vision and values; executes tasks with clear but minimal direction; demonstrates self-awareness; serve as role model for less experienced professionals
  • Superior relationship management skills with ability to partner and build professional relationships in a cross-functional environment.
  • Organizational Aware – able to effect results by maneuvering through appropriate formal and informal organization channels
  • Ability to get at root cause of areas such as control breaks and customer complaints, and the skill to work across Operations and Business functions to solve the underlying issues
  • Able to manage teams of employees without direct reporting authority.  Strong interpersonal and influential skills
  • Ability to compile executive-level decks, and present information to various audiences across PayPal
  • An ability to leverage analytical information to identify opportunities for PayPal business and operations teams
  • Experience in supporting partners in the development and enhancement of first line monitoring and testing programs
  • Expert with Excel, Word and PowerPoint.  Will constantly use these tools to deliver data and communication.
  • Proven skills related to organizational influence, project management communication and thought leadership
  • Demonstrated ability to learn quickly, manage projects and drive/achieve results.
  • Risk, Compliance, Legal and/or Payments Background: Has a strong grasp of the payments domain.
