The purpose of this role is to represent the Data Strategy and Vendor Management team in the APAC region. This team are responsible for sourcing, testing, driving integration, and then managing external sources of data into PayPal’s decision systems and operational centers. This improves the customer experience, reduces costs, and improves the accuracy of manual and automated decisions. The team is currently based across NA and EMEA, but not APAC, and this role will plug that gap.

The holder of this role will have deep Risk Management &/or Compliance experience, possibly from a Product or Analytical area, with a proven data driven mentality, and approach which enables collaboration with multiple stakeholder groups. The role carries a mixture of responsibilities including researching and analyzing new external data sources, conducting comparative analysis across competing data sources, operating within various internal policies associated with the appropriate use of vendors and safe transfer of customer data. In addition the role holder will be responsible for the ongoing management of existing external data vendors in the region, tracking their performance, resolving service issues, addressing financial administration, soliciting more information about new products, and matching those solutions to internal use cases.

Much of the team’s work involves working with Credit Bureaus, and therefore it is an advantage, but not a necessity, to understand how credit bureaus operate. The candidate should have good project management skills, and be capable of progressing multiple projects throughout the APAC region, and have the flexibility to collaborate with the other DS&VM team members in EU and NA.

Data Strategy responsibilities and duties

  • Identify, test, analyze and recommend new data sources which can be helpful in improving the customer experience, reducing costs, creating operational efficiencies, improving the accuracy of decision making. This could be data on individuals or businesses, and used for Risk, Compliance, Credit, or Operational purposes.
  • For new sources of data, find and research potential suppliers and contrast and compare features, benefits and predictive value of their data assets, analyze the benefits to customer, stakeholder, function, finance, and consider the risk posed by each to make a business case and recommendation.
  • Collaborate with functional partners in the onboarding of new vendors, including; InfoSec, Privacy, Finance, Legal, GVMPO, Sourcing
  • Advise Corp Development on the viability of new data sources to help inform strategic investment decisions
  • Understand external data vendor matching techniques, so that questions from the BU about accuracy of the vendors targeting techniques can be satisfied, ahead of the matching processes being tested by Compliance &/or Audit Collaboration with GRDS team on external data evaluations
  • Develop external contacts and evaluate external vendor identifying opportunities to steer PayPal towards more progressive suppliers

Vendor Management Responsibilities and duties

  • Follow the internal GVMPO and FAP policies and standards
  • Organize and Chair Quarterly Business Reviews
  • Complete internal Risk, TPA, Privacy, Legal assessments and related administration
  • Track vendor spend vs budget, and compile annual budget contributions for data vendors managed in the region
  • Optimize the use of vendor’s data and tools, maximizing ROI and achieving cost efficiencies
  • Understand the detail of how any data vendor’s data/tools are used in practice
  • Maintain great relationships with internal stakeholders using external data/tools
