The Sr Manager of International Affiliate Services will be a member of the Global Entity Management team reporting to the Director of International Affiliate Services. This position is responsible the development and implementation of an effective Outsourcing Framework across PayPal Pte. Ltd. (3PL) that effectively managers regulated/unregulated entities by group and material third parties.

The role is critical in developing the outsourcing infrastructure across a large, geographically dispersed, rapidly growing company in the highly competitive and innovative payments space. 

The incumbent will be responsible for the consolidation/review of all Outsourcing Reporting to local/regional & global meetings & Boards & driving consistency/standards in reporting content in addition to managing all Outsourcing agreements.  

Finally, this role will develop & manage a Policy framework for Outsourcing that ensures adequate records information management across all relevant policies, procedures & standards thereby ensuring all key documents are reviewed within designated timeframes & remain current & appropriate.


  • Develop, implement and drive the Outsourcing Framework across the organization.
  • Collaborate with internal stakeholders to manage group & third party outsourced service provider relationships, driving resolution and timely closure of non-performance issues against agreed Service Level Agreements (SLAs).  Present timely status updates to senior management.
  • Partner with key stakeholders to ensure monthly SLA management reporting is produced within agreed timeframes, detailing actual performance and remediation activities for SLAs not achieved. Prepare & present quarterly Outsourcing management & SLA performance updates to the Board.
  • Drive the Accountability Model process for Global Entity Management
  • Act as a central point of contact for entities receiving services and assist with the collation and reporting of any data or questions relating to the services provided. Drive continuous improvement in the  SLA monitoring process required to meet business or regulatory needs
  • Maintain the Outsourcing Policy, outsourcing chain documentation and central repository of agreements
  • Conduct half yearly relationship review meetings with service providers and entities providing services to Regulated entities as part of the management of the overall Quality Assurance program
  • Ensure a close working relationship with Global Functional Areas, Legal, Compliance, Tax and Transfer Pricing.
  • Undertake ad-hoc projects as assigned, such as OE improvements, strengthening of internal controls, streamlining reports and processes.

  • At least 10+ years’ experience in a large organisation including demonstrated leadership in building Outsourcing/intracompany frameworks.  
  • Experience designing Board documents & organizational structures to support appropriate Governance across complex geographically challenged entities.
