This position is part of the First Line of Defense Internal Control Organization. The Control Documentation Program Manager leads a team of analyst responsible for the development and maintenance of Policy and Procedure documentation and FLOD Risk Assessment Activities. As the Control Documentation Program Manager, you will lead, motivate, and manage a high performing team of analysts which collaborates across the FLOD. This team’s core focus is on creating control documentation within the internal control environment which includes but is not limited to: policy, process mapping, internal control identification, and procedures. The Program Manager and Analysts collaborate with the Functional Areas to ensure processes are created and maintained to meet/exceed compliance adherence while ensuring the risk environment is within acceptable tolerance level. Documentation produced by this team will be utilized across all the lines of defense (FLOD, SLOD, TLOD). This role is part of the FLOD Internal Controls Centers of Excellence and is a member of the leadership team reporting to the Senior Manager Control Documentation. This position holds global responsibilities and will require coordination between EMEA, APAC and North American teams. Approvals and socialization of updates includes: Functional Area(s), Legal, and Enterprise Risk, Compliance, & Security.

Core Duties:

  • Leads and supports the North American Control Documentation team managing day to day activities, workflows and execution of documentation and risk assessment activities.
  • Is a resource to analysts for documentation team processes and procedures, operational activities and escalated stakeholder interactions.
  • Provides input for Documentation Team strategies, initiatives, and process enhancements.
  • Interacts cross functionally and with the Program Coordinators to establish and manage Documentation and Risk Assessment project scopes, timelines, and deliverables. 
  • Ensures tickets, intake projects and risk assessment activities are executed on timely and adhere to stakeholder and compliance expectations. 
  • Oversees resource allocation for intake items and ensures workload challenges are managed.
  • Identifies and finds solutions for potential roadblocks impacting ability to complete projects and initiatives timely.
  • Holds regular 1:1’s and team meetings communicating information around Documentation Team goals, priorities and initiatives.
  • Maintains regular and effective communication with analysts on performance, goals, development, and coaching.
  • Sets clear goals and expectations, drives team results to achieve/exceed organization goals/KPIs
  • Responsible for managing team performance standards (Timeliness and Quality of documentation and risk assessment work)
  • Utilizes Performance Development Planning process for analyst career development
  • Leads hiring, recruiting and retention efforts
  • Ensure analysts have adequate training by identifying and developing team training opportunities
  • In this role you will become a significant resource to other departments in and around PayPal; it is important to support other Global Teams as well other departments that come to the FLOD-Intern Control Teams seeking guidance and support.
  • Become a contact point for various departments throughout the PayPal org. It is important to take time to build relationships and look for opportunities to best support both groups while looking to improve processes for both internal and external customers.
  • Attend professional meetings, read literature, and participate in training or other educational offerings to keep abreast of new developments and technologies related to FLOD Internal Controls Program Management.

Prerequisite Knowledge and Proficiencies:

  • Ability to quickly adapt to rapidly changing environments and manage through ambiguous situations, while serving as a steady point of continuity for their team

Qualification:

  •  5+ years relevant experience required.
  •  Minimum of 2 years work experience directly related to Operational Risk or project management
  • 3+ years leadership experience

Educational Requirements:

  • Bachelor's degree or equivalent work experience required
