The PayPal Office of the CIO seeks highly skilled, detail oriented and collaborative Contracts Specialist to join our Business Operations Team. This position will be handling our contract administration and vendor management. We are looking for a contracts or procurement professional with a service orientation, who can manage a variety of internal and external relationships.

The PayPal Office of the CIO seeks highly skilled, detail oriented and collaborative Contracts Specialist to join our Business Operations Team.  Our Business Operations team supports the Office of the CIO with an in depth understanding of our application and technology delivery processes and the way we run our business. 

In this position, you will be handling our contract administration and vendor management.  We are looking for a contracts or procurement professional with a service orientation, who can manage a variety of internal and external relationships.

Primary Job Responsibilities include:

  • Initiate, develop and recommend revisions to statements of work, temporary worker job postings and purchase orders with hiring managers, finance and the contingent worker services team
  • Manage, classify and evaluate contingent labor contracts
  • Enter and maintain accurate expense forecasts for statements of work, temporary worker job postings and purchase orders into our finance system
  • Monitor and track open labor contracts and purchase orders
  • Maintains records of SOWs and POs and follows up with vendors on milestones, delivery, and invoicing 
  • Creates a process with our Project Management Office and Finance team to track capitalized labor and technology thru the technology asset lifecycle until disposal
  • Collaborates with product delivery teams and Finance to define the correct useful life and asset value for each capitalized technology asset (includes labor and technology)
  • Maintains records of contingent labor contracts against technology assets, including documentation of final product/deliverable acceptance and completion sign off
  • Consolidates and manages these technology assets in Assets Under Construction and moving them to Production
  • Reviews all technology assets in Assets List with Finance annually to evaluate impairment or disposal if no longer in use
  • Be the Subject Matter Expert in drafting and reviewing contingent labor contracts
  • Inform management team of any contract risks and opportunities
  • Build strong relationships and trust with managers, leaders, Finance and contingent worker services partners to support our contingent labor processes
  • Deliver special projects, as needed.

Job Requirements

  • 3+ years’ experience in procurement and contract management
  • Knowledge of spend cost analysis, accounting principles, CAPEX and OPEX
  • Strong detail-orientation, analytical skills, organization and time management skills
  • Comfortable in prioritizing and delivering multiple tasks and handling deadlines in a fast-paced, rapidly evolving organization
  • Excellent communication and relationship building skills, including the ability to work effectively with people across different geographies, time zones and levels
  • Team-first orientation with highly effective organization, collaboration, negotiation and influencing skills across all stakeholders
  • Passion for customer service and operational excellence
  • Proficient in Microsoft Office (Word, Excel, and PowerPoint) and SAP or another ERP system
  • Bachelor’s/Master’s Degree in Business Administration, Procurement, Contract Management or relevant field preferred
