Overview At PayPal, the Risk and Platforms organization encompasses the front-line risk, core platforms, and entity management and oversight teams. Within Risk and Platforms, the Global Entity Management and Oversight (GEM&O) team serves as the consolidated second line of defense for the company, oversees international legal entities, and is responsible for the development and maintenance of a governance infrastructure to meet business priorities and regulatory expectations in all the jurisdictions in which PayPal does business. The Risk and Platforms Project Management Office (PMO) reports into the leadership of the GEM&O team and is responsible for initiatives supporting PayPal’s risk, compliance, and regulatory strategies and obligations. This includes a portfolio of Risk and Platforms strategic initiatives, targeted at enabling the continued growth and evolution of PayPal and delivery of the company’s strategic objectives. Initiatives will typically span multiple teams and geographic locations globally. As a Senior Project Portfolio Manager for Strategic Initiatives, you are responsible for coordinating project and program resources engaged with all initiatives within the selected functional area portfolio. The portfolio manager is a primary resource to the Strategic Initiatives arm of the Risk and Platforms PMO, project/program-related steering committees, and reports to the Director, Strategic Initiatives. The position is responsible for senior executive engagement and reporting on the state and performance of initiatives within the selected functional area portfolio. A successful portfolio manager will influence program and project prioritization for initiatives within the portfolio, facilitating trade-off discussions with senior leadership to maximize available resources. This role assumes the overarching responsibility for supporting organizational leadership in their efforts at overseeing, managing programs and projects across the entire life cycle of Strategic Initiatives to optimally achieve enterprise goals and objectives.

Duties and Responsibilities:

  • Represents the Risk and Platforms PMO in key forums and committees where strategic initiatives are discussed and prioritized, providing updates regarding status of initiatives at risk, preparing mitigation plans to reduce risk, and escalating matters requiring executive leadership involvement for resolution.
  • Partners closely with a specific functional area within Risk and Platforms to implement a low friction model that enables strategic business outcomes, increases collaboration, improves visibility, and decreases risks.
  • Recognizes opportunities to partner with stakeholders throughout the business and uses this knowledge to benefit the strategic goals and initiatives through understanding the wider Risk and Platforms and PayPal strategic objectives.
  • Possesses a strong ability to quickly assess and understand the strategic objectives of the specific functional area supported, to effectively support executive discussions/decisions around prioritization and delivery challenges.
  • Creates and maintains relationships with business and technology stakeholders to facilitate timely and accurate delivery, identification of risks, issues and dependencies, and trade-off discussions to manage resource constraints.
  • Portfolio/program/project execution:
    • Manages program and project-level decomposition of work across multiple stakeholders and teams, working across organizational boundaries to define portfolio and program interdependencies and plans.
    • Leads portfolio planning sessions, monitors and tracks progress, and conducts regular reviews at the portfolio, program and project level, to demonstrate strong oversight. Manages change using appropriate governance techniques.
    • Monitors the health of portfolio delivery. Identifies, tracks, and prioritizes program-level risks, issues, and dependencies, proactively addressing impediments and actively collaborating with leaders across the organization to resolve roadblocks and enable successful execution, leveraging lessons learned from prior experience and working to address and mitigate systemic issues.
    • Ensures projects meet or exceed performance targets, and that teams document the accurate status of the program, projects within the program(s), or external projects that have dependencies.  Ensures successful completion of program exit criteria.
    • May also be required to lead programs and projects directly, developing detailed project plans, including setting targets for milestones, and adjusting schedules and targets on the project as needed.
    • Ensures the timely delivery of business requirements and the efficient use of organizational resources.
    • Creates communication channels to build awareness with stakeholders, collaborates with stakeholders to define and provide executive-level reporting, communications, and presentations on progress against projects outcomes, and communicates timely and accurate status to appropriate levels and stakeholders.
    • Makes effective decisions when presented with multiple options for how to progress with a program or project.
    • Accepts responsibility for deliverables and timeline commitments and drives accountability for the same within the portfolio team.
  • Provides leadership to project teams:
    • Builds and leads a high-performing team
    • Develops and provides direction and guidance to the team in developing appropriately structured and detailed program/project plans and implementing a project or program with proven, standardized project/program management tools, practices, and methodologies.
    • Provides coaching, performance management, and mentorship to Program and Project Managers at all levels in the team, conducting routine performance reviews in accordance with PayPal performance management standards.  
    • Ensures that all team members have the required information and resources to carry out their tasks effectively.
    • Identifies staffing needs and ensures and balances the availability of the required skills and competencies across project and programs within the portfolio.

  • Contributes to the ongoing improvement of organization and project management processes.


  • Deep theoretical and practical knowledge of project management processes, workflows, and terminology, including understanding of the Project Management Institute (PMI) framework.
  • Ability to prioritize work, meet deadlines, achieve goals, and work under pressure in a dynamic and complex environment.
  • Understanding of how to distill large volumes of information into consumable portions that allow for nimble decision-making.
  • Ability to influence outcomes and minimize and address conflict.

  • Excellent verbal, written and presentation skills with experience presenting to Senior Leadership.
  • Proven ability to operate in ambiguous environments and exhibit agility in navigating from current state to proposed solutions.
  • Comfortable moving between the tactical and strategic, with the ability to adjust the approach and messaging to suit the audience.
  • Expert knowledge of Microsoft Office; knowledge of Clarizen is beneficial.
  • Minimum 8 years of experience in large-scale project and program management.
  • Bachelor’s degree required with advance degree preferred.
  • PMP® certification (including PGMP or PMI-RMP) is preferred but not required.
