PayPal is committed to combating Money Laundering, Terrorism Financing, and related financial crimes around the world.  The Global Financial Crimes (GFC) organization is comprised of specialized teams dedicated to developing and implementing effective policies, advanced analytics and thorough investigative processes that consider the risks posed by PayPal’s products, customers, transaction volumes and jurisdictions in which PayPal operates.  The GFC Analytics organization is looking for a highly talented and experienced AML/Financial Crimes leader to oversee the transaction monitoring rule development and implementation team within the Analytics organization.  This role requires the ability to manage both technical rule developers and AML subject matter experts to ensure that typologies and risks identified are properly translated into code that can be delivered to compliance investigators for further review.  The successful candidate will oversee strategies to identify potentially unusual transactional activity and will review research on trends and patterns to set priorities for the team.   This role requires the ability to lead a diverse and dynamic team, communicate strategic direction and be a key point of contact for GFC leaders and other stakeholders across the company. 

Responsibilities include:

  • Oversight of developers and AML subject matter experts, including day-to-day management of priorities and direct accountability to the leader of GFC Analytics as well as the Global Head of AML
  • Development of both formal and informal feedback loops between compliance investigators, global and regional policy leaders to ensure alignment on key priorities
  • Lead regular working sessions with cross-functional teams to assess key priorities and collect and address feedback on program performance
  • Support career development for Rule Development and Implementation team, including soliciting feedback from GFC stakeholders and identifying development opportunities for the team
  • Engage in industry benchmarking to remain up to date on current trends in transaction monitoring and typology development
  • Support the business in ensuring timely evaluation of new product monitoring requirements and approvals  


  • Bachelor’s degree and a minimum of 10 years professional experience, at least 3 of which are in AML or Financial Crimes related role
  • 2+ years of people leadership experience   
  • Excellent communication skills, both written and verbal
  • Exceptional interpersonal and communication skills, in dealing with both technical and non-technical teams
  • Ability to set priorities and drive team to execute against deadline-driven milestones 
  • Ability to thrive in a cross-functional environment while juggling multiple responsibilities
  • Basic knowledge of relational databases
  • SQL skills using tools like Teradata, MS SQL, MySQL
  • Experience in distilling and presenting complex quantitative analysis to business users
  • Experience working in a results-oriented, fast growth environment
