The Senior Manager, Information Technology – EMEA (IT Officer, EMEA) oversees the delivery of a full spectrum of information technology services to PayPal’ regulated financial service entities throughout the Europe, Middle-East and Africa (EMEA) region, while also ensuring the delivery of technical information technology guidance and support to PayPal businesses operating in EMEA’ unregulated market areas in the region.

The Information Technology Officer role has the following responsibilities:

Key responsibilities

  • Ensure that information assets are protected in line with business and policy objectives and regulatory obligations.
  • Support the business through robust technology governance.
  • Oversee and maintain the effectiveness of risk management.
  • Maintain regulatory compliance and regulatory engagement.
  • Monitor and review the performance of outsourced technology services.
  • Provide advice and guidance to the business and relevant stakeholders on technology matters.
  • Provide leadership, vision and direction for all aspects of Information Technology that support PayPal’s business objectives and requirements in EMEA
  • Participate to recruit, mentor, develop and retain suitable staff of Information Technology professionals in support of PayPal customers in the region and to drive the continued growth of PayPal interest in EMEA
  • Create and foster a collaborative, innovative and results-oriented team culture.


Deliverables and critical activities

  • Support the business through robust technology governance.
  • Maintain robust internal governance arrangements for technology oversight, including clear organizational structures, effective processes and sound risk management.
  • Develop and execute the regional technology oversight strategy aligned with business objectives, regulatory requirements and closely coordinated with the global strategy. 
  • Maintain regional policies, standards, baselines, and procedures supporting technology principles to address risk and compliance obligations.
  • Actively participate in regional governance bodies to represent technology oversight and act as subject matter expert (SME) to enable informed decisions.
  • Develop and adapt business-relevant metrics to measure the efficiency and effectiveness of technology controls.
  • Ensure technology awareness and training initiatives are implemented in the region as part of the global awareness program.
  • Oversee and maintain the effectiveness of risk management.
  • Maintain and execute the technology risk management framework in cooperation with the risk and compliance functions.
  • Monitor technology trends and re-evaluate the risk management framework upon significant changes to ensure continued effectiveness.
  • Provide SME guidance to Authorized Management on developing risk appetite, prioritization of controls and development of risk responses.
  • Verify that controls in place to detect and prevent the emergence of technology-related risks are adequately documented and effectively applied.
  • Participate in the development of the global controls testing plan. Where necessary, design, plan and perform controls testing using regional resources.
  • Report on control effectiveness and risk levels based on the testing results, key risk indicators (KRI), emerging threats and other relevant inputs.
  • Monitor and report on the adequacy of issue remediation plans and evidence to close remediation actions.
  • Monitor and report key risk indicators (KRI) and communicate about risk.
  • Participate in development, review, and test Business Continuity Plans and Disaster Recovery Plans from a technology oversight perspective.
  • Escalate relevant issues to the appropriate management level, including to the Board where necessary, and support the management during crises and contingencies.
  • Maintain regulatory compliance and regulatory engagement.
  • Oversee conformity with technology policies and regulatory obligations.
  • Monitor and evaluate emerging technology regulations and communicate readiness status and remediation needs.
  • Communicate regional regulatory obligations within the organization to ensure timely awareness and involvement of relevant stakeholders.
  • Oversee availability, completeness and accuracy of relevant technology architecture and assets documentation.
  • Support external interactions on technology matters including regulatory reporting, inquiries, consultations, audits, and inspections.
  • Monitor and review the performance of technology services. 
  • Act as the service recipient for technology services in internal and external outsourcing arrangements.
  • Define service descriptions, required service level agreement metrics (SLA) and negotiate SLA targets with service providers.
  • Monitor and report on outsourced services delivery performance in line with SLAs.
  • Verify that regional risks and regulatory requirements are addressed, and controls are effectively enforced while outsourcing.
  • Steer technology due diligence processes for new service providers/sub-contractors engaged by the regional entity.
  • Evaluate outsourced service providers’ risks and internal control effectiveness.
  • Monitor incidents and issues identified at service providers, follow-up remediation and evaluate the impact on PayPal Europe.
  • Provide advice and guidance to the business.
  • Participate in, coordinate, and deliver key business projects and initiatives as subject matter expert for technology oversight.
  • Ensure robust due diligence processes to address technology requirements in projects adequately. 
  • Participate in regional new product governance efforts to ensure that regional requirements, including regulatory obligations, are identified and addressed.
  • Support technology due diligence processes for M&A involving the regional entity.
  • Monitor technology-related developments in the region to advise Authorized Management on business expansion and product initiatives.

Profile

  • Experience in Information Technology operations, management, advisory or audit.
  • Deep understanding and experience of IT risk management frameworks, standards and principles.
  • Understanding and experience of technically relevant regulations in finance, payment, eCommerce, third-party management and privacy.
  • Knowledge and experience in cloud computing, data centre management, virtualization, multi-tier platform architecture, services delivery and related control domains
  • Strong verbal and written communication skills and refined presentation skills to communicate complex matters to technical and non-technical audiences, including senior leadership. 
  • Critical solid/analytical thinking and problem-solving skills.
  • Highly results-driven personality with the ability to work autonomously with minimum direction.
  • Ability to work with geographically distributed cross-functional/matrix team structures in different time zones.
  • Professional certifications are preferred (e.g. TOGAF, ITIL, CGEIT, CISA, CRISC, CCSP, PCI-ISA).
