The Risk Programs Manager will join the Enterprise Risk Program Oversight team in the second line of defense to support the development, evolution and effective execution of the enterprise risk framework and support all those across the global firm who use the framework. We are looking for a highly motivated and engaged individual who can build strong relationships with PayPal business partners and across the Risk, Platforms and Legal organization. Those strong relationships will effectively position this individual to understand, communicate and influence plans, results, issues, and outcomes. The successful candidate will work in a complex, fast-paced matrixed environment, with tight deliverable timeframes. This position is expected to act independently and demonstrate a strong initiative to utilize resources creatively to overcome obstacles, evolve our global risk program framework, forge paths forward and align with business partners. The successful candidate needs to be able to influence outcomes, minimize, and address conflict and demonstrate in-depth understanding of compliance program and risk management programs. The role requires a sense of urgency, passion for results, and personal accountability for achievement. The individual must possess expertise in risk strategy and frameworks; risk process technology and business acumen along with strategic and innovative thinking and an unwavering focus on the value added by the actions the Risk, Platforms and Legal team take. The individuals’ strong leadership and relationship skills, resilience, and ability to effectively communicate will be key in driving change and results for the company.

Key qualifications and attributes include:

  • Ability to interface with business, risk, and compliance stakeholders within all lines of defense to execute large-scale programs.
  • Demonstrated ability to execute on (and improve upon) documented risk frameworks and to identify gaps, issues and areas for improvement.
  • Evidence of risk strategic thinking. Understanding the applicability of risk across an organization and applying enterprise-wide frameworks to specific business units.
  • Ability to identify areas of technological improvement and automation across an enterprise risk framework.
  • Understand the risk lifecycle and how to apply the risk lifecycle to supporting tools and processes.
  • Demonstrated ability to work independently and highly motivated to work in a fast paced and changing environment.
  • Ability to not accept the status-quo and credibly challenge solutions and reporting, ensuring that timely escalation of issues and concerns occurs as and when appropriate.
  • Ability to meet deadlines, achieve goals, and work under pressure in a dynamic and complex environment.
  • Proven ability to operate in ambiguous environments and lead the team from current state to proposed solutions.
  • 7+ years of experience in compliance, enterprise risk management, and/or program management (includes audit, legal, risk, or the management of a process or business with accountability for compliance or risk), or a combination of both.
  • Bachelor’s degree and knowledge of the financial services compliance or regulatory environment is required.
  • Possess sound judgment, flexibility, and nimbleness in changing courses and solving problems swiftly.
