This Regulatory Technology Product Owner (Reg Tech)  is an experienced individual contributor role, and is a critical member of our Regulatory Technology team, and a partner to our PayPal Australia business in ensuring that PayPal remains compliant with regulation within Australia.  Working closely with key stakeholders, such as our Global Entity Management team, our Risk and Compliance team, a range of technical teams and global platform teams, you will help to translate regulatory laws and mandates into practical technical solutions and then drive the successful delivery of those.  Success in this role means collaborating across PayPal (both locally and globally), building productive working relationships with key regulatory bodies and owning the technology outcomes of critical solutions such as Consumer Data Right.

Job Description:

A successful candidate is able to drive the on-time delivery of technology solutions to meet AU regulatory obligations. 

This will include:

  • Working closely with the PPAU business to translate regulatory laws and mandates into detailed business requirements,
  • Identifying and engaging the right technical delivery teams, from across PayPal globally
  • Raising and socializing the software development request(s), to formally initiate the development activity.  Work with those teams to assist them in their design activities.
  • Validating that the technical solution design(s) will meet the business and regulatory requirements
  • Leading the successful technology delivery – providing a conduit between the PPAU business and the technical delivery teams, work closely with project managers to ensure schedules are met, work to resolve risks and issues, and supporting the technical delivery teams as they have questions.    
  • Support the business in User Acceptance Testing, and gain their certification/approval for the product/feature developed
  • Supporting the operationalization of new or changed technology solutions
  • Provide technical ownership of the PPAU Consumer Data Right (Data Holder) solution.  This means:
  • Monitoring and analysing any amendments to existing data standards, and identify any impacts to the PayPal CDR solution
  • Working with relevant product owners to have mandatory obligations planned and implemented by the obligation date
  • Engaging and participating in CDR and Data Standard Body calls and community groups, to represent PayPal’s interests and contribute meaningfully to the CDR regime
  • Working with the PPAU business to plan and support PayPal’s participation in the CDR regime
  • Provide regulatory technology leadership within PayPal Australia, including:
  • Partnering closely with the AU business teams in planning activities
  • Supporting the agile development methodologies and practices as applied in PayPal
  • Tracking, measuring and being accountable for achieving Product KPIs and success measures at the individual product and portfolio levels
  • Facilitating communication and reporting to the leadership teams on the business and regulatory product agenda and prioritization of product initiatives
  • Engaging and participating in the PayPal Data Stewardship Council and appropriate Working Groups to ensure Data Governance Policies are enforced and data quality standards are met.

You possess:

  • At least five years’ experience in a regulatory product management role or in the financial services industry
  • A history of working closely with design and development teams
  • Influential leadership skills such as communication, networking, and stakeholder management.  You should be able to communicate effectively with people across the organisation – from the developers and designers on your team to senior management
  • Strong experience in enterprise software (SaaS)
  • Excellent collaboration skills and ability to negotiate and influence stakeholders
  • Ability to coach and guide development teams so they can understand the detail as well as how they contribute to the big picture
  • Technical knowledge and ability to learn complex, technical topics quickly and explain them simply.  You are a valued contributor to implementation decisions and help dev teams make the right call
  • Previous experience of working with Agile methodology, ideally within Fintech
  • Experience with Atlassian products (Jira, Confluence)
  • Experience with CI/CD and exposure to testing
  • Understanding of User-centred design and user testing
  • Understanding of analytics and interpreting data
  • Exceptional written and verbal communication skills, with strong stakeholder engagement skills
  • Ability to develop strategic roadmaps for product and platform development
  • Proven ability to problem solve complex technical issues and overcome obstacles
  • Product Management certification or at least 5 years working in a product manager, project manager, delivery manager role.
