About the Business Program Management Office (PMO) Our teams drive and deliver programs across PayPal China / GoPay, leading business strategic initiatives and putting in place best program management practices. These programs span multiple teams, projects, locations and involve cross-functional deliverables. Program Managers plan, execute, track and manage end to end programs to ensure the desired customer and business value is delivered. They drive efforts across PayPal China / GoPay – focused on business teams and including Legal, Risk & Compliance, Sales, HR, Product and all other functions necessary to deliver our goals. They always demonstrate a solid understanding of the program vision and roadmap and keep stakeholders aligned to ensure success. We are currently seeking Program Manager with relevant experience in project management, change management, product launch management and organizational dynamics.

Responsibilities include:
•    Organize and lead planning activities resulting in the creation of a program roadmaps and milestones. Ensure all teams align with business planning expectations.
•    Lead effective project / program governance and stakeholder management,  ensuring adequate understanding of timelines, resource needs, risks, contentions, and dependencies.
•    Exercise smart decision-making and effectively collaborate with other leaders and stakeholders to address key issues and remove roadblocks in a timely fashion.
•    Comprehends Key Performance Indicators and Business Outcomes
•    Ensure measurable KPIs / milestones are developed for the program, and that they align to the overall business KPIs.
•    Create and manage clear Gating Criteria with business partners for Go/No-go decisions.
•    Ensure regular, active communication with adjacent programs and external stakeholders, including other regions.
•    Identify program impediments and address including proper escalation to individuals/groups as needed
•    Lead program retrospectives and commitment to improvement on a regular cadence
•    Maintain awareness of cross program synergies and actively communicate opportunities to simplify or better align work across teams.
•    Lead regional partners and teams across multiple regions

Professional experience requirements:
•    Candidates from 3-6 years of experience are welcome for a variety of roles and levels.
•    Successful track record of managing complex business programs to deliver solutions and achieve business results, positively impacting the customers.
•    Consultation experience is preferred.
•    Proven ability to develop effective, matrixed, cross-organization relationships, collaborating and communicating across business and technology stakeholders and multiple geographies.
•    Good knowledge of project management process, project management software tools, templates and management techniques.
•    Clear, strategic thinker with vision, with the ability to execute on priorities.
•    Strong project managements skills including scheduling, workstream management, risk management, status reporting and resource management.
•    Ability to effectively work under pressure and to meet challenging targets.
•    Strong communication and presentation skills - ability to present to senior stakeholders.
•    Strong interpersonal, negotiation and influencing skills, with the ability to build credible relationships with multiple functions.
•    Ability to identify and pursue new improvement opportunities in line with business plans.
•    Fluent in Mandarin & English, written and spoken.
