This position will be responsible for designing, implementing, and overseeing PayPal’s Data Management Policy Program with a focus on Record and Information Governance (RIG). This position will support the enterprise-wide transformation around Data Management Policy & Oversight including the enhancement of the data policy framework, oversight, and user experience for stakeholders involved in the management of data including data retention, archival, and disposal. This position will collaborate with cross functional stakeholders to collectively design a transformation plan around people, process, and technology for the oversight function associated with Data Management. This position will identify areas of easily attainable success that can provide immediate positive impacts and develop an implementation plan that can be operationalized in the long term.

 

Policy Manager, Data Management -L26 

 

This position will be responsible for designing, implementing, and overseeing PayPal’s Data Management Policy Program with a focus on Record and Information Governance (RIG). Responsibilities: 

  • Define and enhance the enterprise data policies and program oversight governance to ensure effective risk management of data in accordance with industry standards 

  • Serve as the internal and external point-of-contact for the Data Management Oversight team for RIG activities.  

  • Influence and manage change across people, process, and technology to design and implement Data Management Oversight and RIG activities. 

  • Manage one Information Management Analyst 

  • Conduct gap assessment across program policies and align data management oversight to enterprise risk and compliance management policies 

  • Develop ways to improve business processes, user experience, and systems involved in the data lifecycle with an emphasis on a risk-based approach that is consistent and repeatable across risk dimensions 

  • Liaise with PayPal’s compliance teams to build in new regulatory requirements within the Data Management Oversight program requirements, include RIG requirements.  

  • Prepare oversight program results for risk committees, auditors, internal and external stakeholders  

  • Provide guidance to internal and external stakeholders on the Data Management Oversight program and its on-going objectives 

 

The successful candidates should also be able to offer a strategic perspective, sound business judgment, agility to adapt to changing priorities at hand, and be able to effectively work and communicate collaboratively / cross-functionally with multiple teams located in different geographies. Candidate must have a hands-on approach, strong intellectual curiosity and attention to detail and organization, and a passion for achieving practical business impact. 

  

Qualifications/ Education/Experience/Skills: 

  • 10+ years of data management, record/information governance, and/or risk and compliance programs  

  • Strong networking skills and ability to work across multiple organizations to accomplish diverse goals  

  • Must have a high degree of expertise in data management-understanding of how all facets of data management are integrated to provide best value. 

  • Superb ability to work with various stakeholders across the company including functional team leaders, control partners, and engineers 

  • Proven track record of driving results and building effective relationships with all levels of management 

  • Ability to multitask effortlessly and manage competing priorities under demanding deadlines 

  • Extensive experience working on complex transformation initiatives and large-scale change management  

  • Comfortable working in a fast-paced and dynamic work environment which demands quick thinking and strong attention to detail 

  • Excellent verbal, written, presentation, and interpersonal communications skills
