In PayPal, we leverage business rules engine to support a variety of business cases like fraud prevention, legal regulation, company policy, customer contact routing etc. Decision Operation Management (DOM) team is in the position to manage all the business rules and supporting Rules Engine integration for different business domains. DOM Shanghai team is looking for a hands on, technical Manager. The team is responsible for the review, release and monitoring support of Risk/Credit/Compliance/GOPS rules during APAC time zone, working with business teams and product development teams with decision product integration and maintain the overall BRMS system partner with Platform PD team. This role will build and improve the applications for decision operation already supported by the team, while researching and identifying new ways of improving operational efficiency through development of new internal tools and processes. A successful candidate will have solid knowledge in software development, possess data analytical experience and strong problem-solving skills.

Job Responsibilities:

  • Business rules operation and decision engine integration during APAC time zone
  • Collaborate with business units, product development teams and platform team to build and maintain a health and scalable decision engine system
  • Drive development to build end to end solutions to improving decision operational efficiency
  • Proactively propose business requirement and possible solutions to address technical issues.
  • Manage the day-to-day activities of the team within an Agile/Scrum environment
  • Hands on, provide technical leadership and mentor junior members of the team
  • Work effectively with globally distributed teams in multiple time zones
  • Provide on-call support periodically and as needed

Job Qualifications 

  • MS or BS degree in computer science or equivalent with more than 6 years software engineering experience
  • Experience in management or team leader role
  • Excellent verbal and written communication skills
  • Knowledge of Business Rules Management System (BRMS)
  • Knowledge of payment industry and risk management
  • Familiar with programming languages such as Java, Python, JavaScript and Linux shell
  • Familiar with database usage for both SQL and no-SQL (Teradata/MySQL/MongoDB/Influx/ES)
  • Hands-on experience in web application development and REST API framework
  • Knowledge of caching and message broker technologies such as Redis, RabbitMQ
  • Having experience with IBM ODM or Sparkling Logic rules engine will be a plus
