Reporting directly to the Head of Government Relations for EMEA, working very closely with GR colleagues throughout the EU, the Manager of Government Relations is responsible for providing GR counsel, advocacy programs to support PayPal’s expanding ambitious business. Based in Brussels, this person will focus on EU political, policy and regulatory developments, working with EU institutions, national permanent representations and relevant industry associations as well as other stakeholders and users to shape the policy environment, protect PayPal’s reputation and help PayPal grow its business. An agile operator with a 360 view on files and a keen sense for business, this person will combine contagious enthusiasm, rigorous analytical thinking and articulate communication, including in writing.

Core responsibilities:

  • Government Relations for PayPal in the EU, including, but not limited to, in the area of financial services, digital services and technology innovation;
  • Help identify political, policy and regulatory risks and opportunities to then contribute to the development of short- and long-term GR strategies anchored in PayPal’s values and objectives;
  • Monitor policy, legislative, regulatory or other initiatives impacting PayPal in the EU, understanding context, drivers and dependencies as well as prioritizing strategically;
  • Develop GR outreach and relationship management with relevant stakeholders, in close cooperation with the rest of the GR team and other functions (e.g. Legal, Compliance…);
  • Participate efficiently in relevant trade associations, representing PayPal as necessary externally;
  • Contribute to public policy, thought leadership papers and other relevant content educating about PayPal for distribution and publication;
  • Establish and maintain trusted relationships with key officials and stakeholders, anticipating their agenda and priorities;
  • Become a strong member of the GR team, providing insightful political analysis and guidance, when needed, helping on national dossiers;
  • Develop the GR team portfolio of tools to enable efficient internal communication and awareness of GR;
  • Interface with PayPal colleagues and executives in other functions, building an excellent understanding of the business and its drivers;
  • Coordinate with internal teams on cross-functional projects;
  • Some travel to the US and around Europe from time to time. Expect travel to Luxembourg, Frankfurt or Paris as necessary.

Experience required:


At least 6 years of government relations or similar in the area of digital services, financial services, or other sectors with strong technology component and fast pace of change. 

At least 2 years of solid exposure to EU institutions and establishment is key, some international outlook and national experience in the EU will be an asset.

Engagement with Finance or Digital stakeholders (including policy-makers, regulators and influential third-party organizations) is highly relevant.

Qualifications: Bachelor’s degree or equivalent.

Skills & Abilities: Ability to work with authority in a fast-paced and pressurized environment with limited day-to-day hands-on management; rigorous thinking, unquestionable integrity and appetite to constructively challenge established positions; some creativity and ease to deal with ambiguity and to connect the dots; most desirable candidates will be very flexible team players, able to consistently juggle priorities, exercise sound judgment, have significant degree of self-motivation, be very resourceful and have the ability to collaborate pro-actively with other functions with limited direct supervision; great communications skills, for both internal and external audiences as well as a great variety of contexts; ability to draft independently a range of documents in a variety of formats; a flexible approach to travel.

Knowledge required: Strong understanding of and sensitivity to government relations, institutional dynamics and public policy in the EU, good know-how in the area of financial services, digital services would be ideal; business acumen; impeccable English is a must, other languages an asset.
