This position will be responsible for supporting the design, implementation, and oversight of PayPal’s Third Party Management Program as part of the SLOD (TPMP)

This position will be responsible for supporting the design, implementation, and oversight of PayPal’s Third Party Management Program (TPMP). This position will support the enterprise-wide transformation around TPMP including enhancement of the framework, governance, and user experience for stakeholders involved in the third-party lifecycle process. This position will collaborate with cross functional stakeholders to collectively design a transformation plan around people, process, and technology for TPMP.  This position will champion the enterprise wide approach and strategy for a robust third party governance program to align and support the Global Third Party Management Program.  This role will assist in identifying areas of easily attainable success as they relate to the overall Global Third Party Management Program. This will be obtained through a robust Policy management process, control testing and an extensive training and awareness program.

Responsibilities:

  • Assist in process to design, implement, and oversee PayPal’s enhanced Third Party Management Program
  • Enhance and implement policies, procedures, and program governance to ensure effective risk management of third-parties in accordance with industry standards
  • Influence and manage change across people, process, and technology to design and implement the TPMP
  • Identify and help to develop ways to improve business processes, user experience, and systems involved in the third-party life cycle (due diligence; on-boarding; monitoring; issue management and escalation; renewal, termination, and exit) with an emphasis on a risk-based approach that is consistent and repeatable across risk dimensions
  • Support ongoing enhancements to ensure the process is effective in managing risks related to third-party relationships in a manner that is consistent with PayPal’s strategic goals, organizational objectives, risk appetite, and regulatory obligations
  • Responsible, as member of Second Line of Defense, for credibly challenging business decisions
  • Establish standards by which to assess the performance of approved vendors
  • Support the development and facilitation of appropriate training
  • Develop and facilitate with support from First Line of Defense (FLOD) vendor managers, a repeatable reporting process that include KRIs & KPIs
  • Manage assessment and implementation of new or changed regulatory requirements applicable to the TPMP
  • Prepare program results for risk committees, auditors, internal and external stakeholders
  • Provide guidance to FLOD vendor managers on Third Party compliance and its on-going objectives. Align practical risk mitigation with business objectives and foster a risk-conscious corporate culture
  • Support and oversee internal controls and processes working with legal teams and business owners to ensure the company is complying with regulatory obligations on an annual basis as it relates to Third Party integrations

The successful candidates should also be able to offer a strategic perspective, sound business judgment, agility to adapt to changing priorities at hand, and be able to effectively work and communicate collaboratively / cross-functionally with multiple teams located in different geographies. Candidate must have a hands-on approach, strong intellectual curiosity and attention to detail and organization, and a passion for achieving practical business impact.

Qualifications/ Education/Experience/Skills:

  • 5-7 years of third-party risk management experience, data management, or information security experience
  • Bachelor’s degree or equivalent work experience required
  • Ability to work closely with both engineers and non-tech stakeholders on technology and process design changes.
  • Proven track record of driving results and building effective relationships with all levels of management.
  • Ability to multitask effortlessly and manage competing priorities under demanding deadlines.
  • Experience working with acquisitions and various categories of vendors including data and technology
  • Embody an entrepreneurial spirit, intellectual curiosity, and a bias towards action.
  • Comfortable working in a fast-paced and dynamic work environment which demands quick thinking and strong attention to detail.
  • Excellent verbal, written, presentation, and interpersonal communications skills.
