Global Investigations (GI) is seeking a talented, disciplined individual to function as part of a team supporting the investigation and escalation of complex fraud and insider abuse investigations. The Program Manager provides support to PayPal Holdings, Ltd and its subsidiaries, the Global Investigations team and other internal and external business partners by building strong partnerships with investigations and analytical staff. A key aspect of this role is to define, develop and lead a program that supports GI in insuring completeness, accuracy, and clarity of investigative case files and case reports. The individual will be responsible for interfacing with several internal systems handling sensitive data. Additionally, the role will be also be the primary investigative point person for the San Jose Headquarters location and the candidate will need investigative competencies and experience to be able to interface with law enforcement as well as key stakeholders regarding investigative requests. The individual should have the ability to develop the program, analyze data, and make recommendations for process, training, policy, and/or investigative service catalog changes. The Program Manager will be a direct report to GI’s Director for Strategy and Governance.

Position Summary/Responsibilities:

This role will:

  • Act as the primary Global Investigations representative at PayPal’s San Jose Headquarters location and will have program ownership responsibilities for Quality Assurance as well as Investigative line responsibilities for investigations in San Jose.
  • Develop, oversee and manage Global Investigations’ Quality Program providing end-to-end support to the organization as it pertains the completeness, accuracy, and clarity of investigative case files and case reports.
  • Develop and manage standards and performance criteria, and evaluate the same through the design and implementation of required reporting and analytics.
  • Identify and recommend opportunities for improvement in training, processes, policies, service catalog offerings, and individual investigator performance through the analysis of management reviews and trends found in aggregated performance data.
  • Develop and produce scorecards for management reporting and presentation related to quality and performance.
  • Collaborate with managers, inside GI, GFC, and GGRC, to affect change in the areas of training, processes, and policies that drive the betterment of GI case and report quality scores.
  • Actively develop relationships and work collaboratively with cross functional groups and leaders within PayPal to drive results and influence resolutions.

Qualifications/ Education/Experience/Skills:

  • Strong working knowledge of PayPal and/or its subsidiaries preferred, with experience in using PayPal and a strong belief in making the Internet a safe, viable means of commerce.
  • Bachelor of Arts/Science Degree and at least five years of professional experience.
  • Prior investigative experience (Law Enforcement, Military, and/or Corporate/Banking) related to cybercrime, complex fraud/AML, insider abuse, and/or high profile/high priority events.
  • Strong tools and project management skills, with the ability to influence others.
  • Possess solid analytical, problem solving, and critical / creative thinking skills.
  • Ability to transform and synthesize data into compelling visualizations that tell a story and speak to trends and/or identified issues.
  • Strong computer knowledge; excellent MS Word, Excel, Visio, and PowerPoint skills
