PayPal’s Compliance team is looking for a highly engaged individual who is ready to use their extensive knowledge of regulatory marketing/advertising rules, “roll up their sleeves” and operate in a fast-paced fintech start-up environment as a member of Operations Compliance. The Operations Compliance team is responsible for providing regulatory guidance to business partners in various functions critical to PayPal Invests adherence to industry regulations including the review and approval of Advertising & Sales Literature in support of the PayPal Invest (broker-dealer). In this role, you will work autonomously, as well as collaboratively, with team members in various roles across the PayPal organization. As a Manager Compliance Communications Review, you will report to the Sr Director, Head of Operations Compliance, and responsibilities will include, but are not limited to: - Active participant in the creation of communication and marketing materials - Review of communications and marketing materials for compliance with applicable regulatory requirements and internal compliance policies. - Proactively attend meetings and hold ad hoc discussions with business partners and other areas to understand new initiatives, offer compliance guidance, and determine the potential impact to communications and marketing materials. - Provide regulatory and compliance subject matter expertise and review to product and marketing business partners within PayPal’s new broker dealer and affiliated PayPal entities - Develop and implement regulatory policies and procedures for PayPal Invest advertising and marketing. - Develop Compliance Training and Review Business Training. - Execute on scheduled and ad-hoc new assignments and projects; provide advice and recommendations on complex and high-impact initiatives Compliance Management reporting You will perform, identify, and maintain the relevant Communications, Advertising & Sales Literature Risk & Controls Self-Assessment for assigned areas working with marketing, product, operations, risk, compliance, and legal to ensure offerings meet regulatory and firm policy requirements, collaborating with stakeholders to ensure any updates or corrective actions are fully implemented.

Communication with the Public - Review and provide supervisory approval of all Invest sales literature and advertising. 

  • Develop and maintain an advertising & sales literature review system meant to capture the firm’s review and approval of all communications with the public as prescribed by FINRA rules including email and social media.
  • Review of communications and marketing materials for compliance concerns and issues based on applicable regulatory requirements and internal compliance policies.
  • Attend meetings and hold ad hoc discussions with business partners and other areas to understand new initiatives, offer compliance guidance, and determine the potential impact to communications and marketing materials.
  • File firm’s advertising & sales literature with FINRA as required/needed

Advisory – Provide regulatory compliance subject matter expertise to business partners

  • Provide guidance in the application of a rule or regulation (ex. Communications with the Public Rules, FINRA 3110)
  • Act as a PayPal Invest business advocate as a pro-active partner/resource for risk and compliance functions.
  • Develop and maintain relationships with marketing and product business partners in support of oversight program
  • Develop written supervisory procedures, compliance and desk policy requirements that will apply to current and proposed securities related business activities 
  • Provide guidance in the application of regulatory requirements and standards or interpretations of firm policies.
  • Provide direction on regulatory derived education or marketing system enhancements projects
  • Perform and maintain periodic regulatory risk assessments for the brokerage marketing, product, and education functions – partner with Risk and First Line teams to establish effective monitoring and controls

Training – Develop Compliance Training and Review Business Training

  • Identify needs and assist in developing Compliance training to comply with FINRA Continuing Education Firm Element requirements.
  • Identify needs to develop ad-hoc Compliance training (ex. When a relevant new rule or regulation is approved)
  • Review business partner training and internal communications for compliance with regulatory standards
  • Create and distribute internal communications when pertinent regulatory guidance or information is published (e.g. annual FINRA Examination Priority letter, Compliance Alert memos, etc.)

Compliance Reporting, Projects & Strategic Initiatives – Execute on ad-hoc, new assignments and projects; delivers complex and high-impact recommendations and meaning Compliance Management reporting

  • Partner with business partners and other support areas on cross-functional teams and projects to support business growth and infrastructure development
  • Assist in developing compliance KRI’s and KPI’s and other compliance reporting including Annual 3130 Certification Report.


  • Bachelor's degree preferred or 5-10 years or equivalent experience.
  • 5+ years of regulatory experience within a broker-dealer compliance function and/or with fintech companies.
  • Solid understanding of SEC and FINRA regulation, including practical applications of regulatory rules in broker-dealer operations (ex. Regulation Best Interest, Form CRS, FINRA 2210 and 3110)
  • Specific knowledge of FINRA and SEC regulations and interpretations relating to advertisements by broker-dealers and/or investment advisors
  • Experience with testing and monitoring communications with public and broker-dealer risk and control frameworks.
  • Active FINRA Series 7 license, 24 required.
